"contents": "<span style=\"font-weight: 400;\">The UK should use the Antarctic Treaty consultative meeting (ATCM), which kicks off in Kochi, India, on Tuesday, May 21, to press for greater transparency in Russia’s seismic activities — thought </span><a href=\"https://committees.parliament.uk/writtenevidence/124548/pdf/\"><span style=\"font-weight: 400;\">to be potentially “prospecting”</span></a><span style=\"font-weight: 400;\"> in the warming ice wilderness. The past two ATCMs were already punctuated by public divisions over conflict in Ukraine. </span>\r\n\r\n<span style=\"font-weight: 400;\">Writing about Russia’s </span><a href=\"https://committees.parliament.uk/writtenevidence/124548/pdf/\"><span style=\"font-weight: 400;\">“troubling”</span></a><span style=\"font-weight: 400;\"> activities in </span><a href=\"https://www.spectator.co.uk/article/are-we-heading-for-a-new-cold-war-in-antarctica/\"><span style=\"font-weight: 400;\">The Spectator</span></a><span style=\"font-weight: 400;\">, the leading polar geopolitician Professor Klaus Dodds urged the UK “to develop and publish its Antarctic strategy and be explicit about what its core interests are”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dodds is a recognised world expert in Arctic and Antarctic geopolitics, and the executive dean </span><span style=\"font-weight: 400;\">at the School of Life Sciences and Environment at Royal Holloway, University of London. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Russia’s interest in the Antarctic isn’t going to go away any time soon. Britain has a real opportunity to lead a coalition that would preserve the continent’s place as neutral ground before raw geopolitics interferes further,” Dodds wrote, urging judicious diplomacy. “It would be wise not to squander it.”</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">Are we heading for a new Cold War in Antarctica? <a href=\"https://t.co/OjI3HlWlPB\">https://t.co/OjI3HlWlPB</a></p>\r\n✍️ Klaus Dodds\r\n\r\n— The Spectator (@spectator) <a href=\"https://twitter.com/spectator/status/1791717247452389886?ref_src=twsrc%5Etfw\">May 18, 2024</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">Commenting on some media articles published in the UK and US over the past week, the geopolitics professor noted: “Russia’s quest for Antarctic oil turns out to be a little more complicated than some of those enthusiastic reports implied. But they are fundamentally right in one regard: Russia is engaged in activities that challenge the norms, rules and values of the much-lauded 1959 Antarctic Treaty.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The demilitarisation treaty</span><span style=\"font-weight: 400;\"> devotes the vast, ice-covered frontier to peaceful pursuits such as tourism and science.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dodds cautioned that “for now, Russia is not mining in Antarctica. But what it is doing is more than ‘scientific research’.” </span>\r\n<h4><b>Daily Maverick’s key findings: 500bn barrels of oil and gas</b></h4>\r\n<span style=\"font-weight: 400;\">The Spectator comment follows Daily Maverick’s in-depth investigative series, </span><a href=\"https://www.dailymaverick.co.za/article/2021-10-25-using-cape-town-as-a-launchpad-russia-boasts-of-supergiant-oil-fields-in-antarctic-wilderness/\"><span style=\"font-weight: 400;\">first published</span></a><span style=\"font-weight: 400;\"> in October 2021. In this series, we have uncovered Moscow’s </span><a href=\"https://www.dailymaverick.co.za/article/2022-05-17-gentlemans-agreement-despite-mining-ban-russia-scours-antarctica-for-massive-fossil-fuel-deposits/\"><span style=\"font-weight: 400;\">near-annual Antarctic surveys via South Africa</span></a><span style=\"font-weight: 400;\"> — also a treaty founding signatory expected to have a delegation in India. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Antarctic mining ban under the Madrid Protocol outlaws “mineral resource activities” but allows scientific research, and our findings also revealed that Rosgeo’s surveys had never stopped since the ban entered into force in 1998. In a </span><a href=\"https://rusgeology.ru/en/press/news/rosgeologiya-vypolnila-issledovaniya-geologicheskogo-stroeniya-i-neftegazovogo-potentsiala-shelfa-an/?sphrase_id=4469\"><span style=\"font-weight: 400;\">bombshell statement</span></a><span style=\"font-weight: 400;\"> issued from Cape Town in February 2020, Russian state mineral explorer, Rosgeo, claimed </span><span style=\"font-weight: 400;\">the Southern Ocean’s East Antarctic sedimentary basins stored a potential “70 billion tons” of oil and gas. </span>\r\n\r\n<span style=\"font-weight: 400;\">We also uncovered </span><a href=\"https://www.dailymaverick.co.za/article/2022-05-17-gentlemans-agreement-despite-mining-ban-russia-scours-antarctica-for-massive-fossil-fuel-deposits/\"><span style=\"font-weight: 400;\">several other Kremlin documents</span></a><span style=\"font-weight: 400;\"> citing 70 billion-ton hydrocarbon estimates — converted as about 500 billion barrels of oil and gas. While Russian scientists have used seismic data for tectonic scientific research, third parties might wonder why such estimates are being published. </span>\r\n\r\nhttps://www.youtube.com/watch?v=Xp1guVi80S8\r\n\r\n<span style=\"font-weight: 400;\">The Southern Ocean includes West Antarctica’s Weddell Sea, where the state mineral explorer has conducted six seasonal hydrocarbon “research” investigations </span><a href=\"http://www.pmge.ru/index.php?id=33&lang=RUS\"><span style=\"font-weight: 400;\">since 2011</span></a><span style=\"font-weight: 400;\"> in territory under dormant overlapping claims by Argentina, Chile and the UK — </span><a href=\"https://www.dailymaverick.co.za/article/2024-05-07-uk-ministers-face-a-grilling-as-russian-ship-heads-back-from-antarctic-prospecting-push/\"><span style=\"font-weight: 400;\">as we reported</span></a><span style=\"font-weight: 400;\"> earlier this month. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Weddell Sea investigations are separately cited in </span><a href=\"http://www.pmge.ru/index.php?id=2&lang=RUS\"><span style=\"font-weight: 400;\">Rosgeo’s official shipping diaries</span></a><span style=\"font-weight: 400;\">. These diaries appear to have stopped reporting detailed intentions behind the explorer’s Antarctic missions after </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-07-its-a-moral-disgrace-cape-town-mayor-spits-fire-as-russian-seismic-ship-sails-to-antarctica/\"><span style=\"font-weight: 400;\">small but high-profile</span></a><span style=\"font-weight: 400;\"> 2023 environmental protests against its passage through Cape Town. </span>\r\n<h4><b>Sceptical questions at a Westminster inquiry</b></h4>\r\n<span style=\"font-weight: 400;\">The six Weddell Sea visits suggest that Russia has an obvious interest in the region. Though this particular sea’s potential reserves may not be vast, we asked a Westminster committee of inquiry on the UK’s Antarctic interests how London might use the India ATCM to respond to the repeated Weddell Sea surveys in </span><a href=\"http://www.pmge.ru/index.php?id=33&lang=RUS\"><span style=\"font-weight: 400;\">2011</span></a><span style=\"font-weight: 400;\">, </span><a href=\"http://www.pmge.ru/index.php?id=187&lang=RUS\"><span style=\"font-weight: 400;\">2012</span></a><span style=\"font-weight: 400;\">, </span><a href=\"http://www.pmge.ru/index.php?id=642&lang=RUS\"><span style=\"font-weight: 400;\">2016</span></a><span style=\"font-weight: 400;\">, </span><a href=\"http://www.pmge.ru/index.php?id=687&lang=RUS\"><span style=\"font-weight: 400;\">2017</span></a><span style=\"font-weight: 400;\">, </span><a href=\"http://www.pmge.ru/index.php?id=718&lang=RUS\"><span style=\"font-weight: 400;\">2018</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"http://www.pmge.ru/?id=785&lang=RUS\"><span style=\"font-weight: 400;\">2022</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">No known recoverability estimates have been published for this region, which lies some 1,000km south of South America. </span>\r\n\r\n<span style=\"font-weight: 400;\">During the Westminster inquiry in May, committee member Anna McMorrin, a Labour MP, asked the UK Foreign Office (FCDO) if it was “</span><span style=\"font-weight: 400;\">content to believe Russia when they say they’re just undertaking scientific action” in the Southern Ocean. </span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">I asked the Minister whether Russia will face consequences, if as reported, they are doing more than scientific research in Antarctica.</p>\r\nRussia must abide by the rules of the Antarctic Treaty and the Env Protocol that inhibits all mineral and oil development in the region. <a href=\"https://t.co/k31ecVgC9n\">pic.twitter.com/k31ecVgC9n</a>\r\n\r\n— Anna McMorrin MP ????????️? (@AnnaMcMorrin) <a href=\"https://twitter.com/AnnaMcMorrin/status/1790423646621610394?ref_src=twsrc%5Etfw\">May 14, 2024</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">FCDO Under-Secretary David Rutley and Polar Regions Head Jane Rumble, OBE, told their sceptical questioner that they accepted Russia’s “multiple” assurances at ATCMs that it was simply engaged in scientific research. </span>\r\n\r\n<span style=\"font-weight: 400;\">If Moscow has delivered “multiple” such assurances, it has not offered a written explanation since the 2002 Warsaw meeting — in which </span><a href=\"https://www.dailymaverick.co.za/article/2024-05-09-russias-antarctic-prospecting-links-via-sa-warrant-deeper-scrutiny-hears-uk-westminster-inquiry/\"><span style=\"font-weight: 400;\">a draft version published by Daily Maverick</span></a><span style=\"font-weight: 400;\"> showed that Moscow still entertained the possibility of long-term extraction. </span>\r\n<h4><b>‘</b><b><i>Le silence</i></b><b>’ of all treaty governments</b></h4>\r\n<span style=\"font-weight: 400;\">Indeed, at the 2011 ATCM in Buenos Aires, Russia </span><a href=\"https://www.ats.aq/devAS/Meetings/DocDatabase?lang=e\"><span style=\"font-weight: 400;\">tabled its long-term Antarctic strategy</span></a><span style=\"font-weight: 400;\">. In it, it listed the “complex investigations of the Antarctic mineral, hydrocarbon and other natural resources” among its top three objectives.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was not so much this brazen declaration that most astonished </span><a href=\"https://www.lemonde.fr/a-la-une/article/2011/10/22/l-antarctique-tentante-boite-de-pandore_1592326_3208.html\"><span style=\"font-weight: 400;\">a 2011 Le Monde editorial</span></a><span style=\"font-weight: 400;\">, published three months later. Instead, it was “</span><i><span style=\"font-weight: 400;\">le silence</span></i><span style=\"font-weight: 400;\">” of all treaty governments: “</span><i><span style=\"font-weight: 400;\">A ce jour, aucun commentaire, aucune protestation officielle n’a filtré.”</span></i><span style=\"font-weight: 400;\"> [To this day, no comment, no official protest has filtered through.]</span>\r\n\r\n<span style=\"font-weight: 400;\">To date, no decision-maker state at an ATCM has yet acknowledged Russia’s controversial, multi-decade “research” activities.</span>\r\n\r\n<span style=\"font-weight: 400;\">One of Rosgeo’s two Antarctic vessels, the Akademik Alexander Karpinsky, </span><a href=\"https://www.marinetraffic.com/en/ais/details/ships/shipid:350925/mmsi:273457410/imo:8227238/vessel:AK__A__KARPINSKIY/\"><span style=\"font-weight: 400;\">is currently heading back to St Petersburg</span></a><span style=\"font-weight: 400;\"> via South America after yet another season in the Antarctic.</span> <span style=\"font-weight: 400;\">Working out what to do about these ongoing investigations was the real challenge, Dodds wrote.</span>\r\n\r\n<span style=\"font-weight: 400;\">Here, Dodds suggested that it was important to acknowledge Russia as a “major polar player” in the southern frontier. Like BRICS partner South Africa, it is a founding signatory and decision-maker state</span><span style=\"font-weight: 400;\"> and</span><span style=\"font-weight: 400;\"> viewed Antarctica as a “scientific laboratory” and a “</span><span style=\"font-weight: 400;\">resource frontier in which the country must ensure its interests are not compromised by those who have greater capacity to exploit it”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Moscow has been hostile to an extension of marine protected areas because it worries that its access to future fishing opportunities will be disadvantaged. </span>\r\n\r\n<span style=\"font-weight: 400;\">It would therefore be an understatement to say that angering Russia on BRICS turf in India, where commentators expect Moscow’s delegation to bring their widely criticised obstructionist stance, could be counter-productive. </span>\r\n<h4><b>South Africa and Russia: No more mister ice guys? </b></h4>\r\n<span style=\"font-weight: 400;\">At worst, it could create a BRICS schism which would be a diplomatic nightmare for a system still reliant on consensus to advance environmental protection among the 29 decision-makers. There are also 27 observer states with no decision-maker powers. </span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa has an established history of being fairly neutral at such meetings. However, since Russia’s full-scale invasion of Ukraine, a fellow decision-maker state whose polar research vessel berths in Cape Town, South Africa has refused to join treaty meeting walkouts condemning the war. </span>\r\n\r\n<span style=\"font-weight: 400;\">Daily Maverick also showed that South Africa had opted out of a resounding standing ovation for a climate activist at the 2023 Helsinki ATCM, </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-01-no-more-mister-ice-guys-russia-sa-fail-to-take-a-climate-stand-at-top-antarctic-meeting-in-finland/\"><span style=\"font-weight: 400;\">staying seated next to the Russian delegation</span></a><span style=\"font-weight: 400;\">. (The delegations were seated alphabetically.)</span>\r\n\r\n<span style=\"font-weight: 400;\">South African Environmental Minister Barbara Creecy </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-02-all-governments-know-russia-is-violating-iconic-antarctic-mining-ban/\"><span style=\"font-weight: 400;\">has told Daily Maverick</span></a><span style=\"font-weight: 400;\"> that Russia was free to conduct scientific research, but that “remedial action” would be considered should appropriate information at any upcoming ATCM confirm the “allegations”. </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/nicbothma-karpinsky-dm-15-2/\"><img loading=\"lazy\" class=\"size-full wp-image-2193510\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/05/NicBothma-Karpinsky-DM-15-2.jpg\" alt=\"\" width=\"720\" height=\"480\" /></a>\r\n\r\n<i><span style=\"font-weight: 400;\">Rosgeo’s Antarctic seismic vessel, the Akademik Alexander Karpinsky, sails into Cape Town after a season in the southern wilderness. 03 April 2023. (Photo: Nic Bothma / </span></i><a href=\"http://www.matriximages.com/\"><i><span style=\"font-weight: 400;\">Matriximages.com</span></i></a><i><span style=\"font-weight: 400;\">)</span></i>\r\n\r\n<span style=\"font-weight: 400;\">“The matter will only be discussed when presented by a consultative [decision-maker] party,” she said, but noted South Africa had no intention of tabling the matter. </span>\r\n\r\n<span style=\"font-weight: 400;\">The treaty secretariat has declined our repeated requests for comment since October 2021, saying it did “not provide comments on situations or actions as it is not in our mandate”. </span>\r\n<h4><b>Dodds: Stress the importance of science</b></h4>\r\n<span style=\"font-weight: 400;\">For his part, Dodds told us that “</span><span style=\"font-weight: 400;\">the onus is on the Russian Federation to demonstrate that the activities under the auspices of Rosgeo and any subsidiaries are respectful of all relevant Antarctic Treaty legal instruments including the Protocol”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Dodds stressed that a “central tenet of the Antarctic Treaty is the </span><a href=\"https://documents.ats.aq/keydocs/vol_1/vol1_2_AT_Antarctic_Treaty_e.pdf\"><span style=\"font-weight: 400;\">exchange of information</span></a><span style=\"font-weight: 400;\"> about Antarctic expeditions and that would be an ideal opportunity to reassert the importance of ‘scientific research’ under the terms and conditions of Article 7”. </span>\r\n\r\n<span style=\"font-weight: 400;\">“More broadly, the Russian delegation could use the ATCM in India to reaffirm their commitment to the norms, rules and values associated with the treaty,” Dodds said.</span>\r\n\r\n<span style=\"font-weight: 400;\">All 29 decision-maker states including Russia and South Africa reaffirmed the mining ban at the 2023 Helsinki ATCM. The ban has no expiry date, but at any point from 2048 </span><a href=\"https://documents.ats.aq/keydocs/vol_1/vol1_4_AT_Protocol_on_EP_e.pdf\"><span style=\"font-weight: 400;\">a single decision-maker state</span></a><span style=\"font-weight: 400;\">, such as Russia or South Africa, can trigger a review of the Madrid Protocol. Stringent hurdles must be crossed and these include a binding legal mining regime. </span>\r\n\r\n<span style=\"font-weight: 400;\">A lot, however, can happen in the remaining 25 years or so ahead of the much-cited mid-century mark. And in the infinite expanse of time that unfurls after 2048, states also ultimately have at their disposal a walkout-and-mine option, which the Bush Sr administration insisted on </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-14-melting-ice-geopolitical-heat-westminster-hears-of-simmering-antarctic-mining-threat/\"><span style=\"font-weight: 400;\">as a condition for signing the ban</span></a><span style=\"font-weight: 400;\">. </span>\r\n<h4><b>US sanctions against Rosgeo kick in during meeting</b></h4>\r\n<span style=\"font-weight: 400;\">In February, the US hit both </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-28-us-sanctions-target-russian-ship-surveying-for-antarctic-oil-and-gas-via-cape-town/\"><span style=\"font-weight: 400;\">Rosgeo’s Antarctic survey vessels</span></a><span style=\"font-weight: 400;\"> — the Karpinsky and the Professor Logachev — with energy sanctions due to Russia’s illegal war in Ukraine and opposition leader Alexey Navalny’s death. </span>\r\n\r\n<span style=\"font-weight: 400;\">The sanctions aimed to constrain future energy developments, making the US the first state to acknowledge publicly that the Rosgeo fleet was engaged in more than scientific work. </span>\r\n\r\n<span style=\"font-weight: 400;\">The sanctions enter into force on May 23, when the eight-day India meeting is still in session. </span>\r\n\r\n<span style=\"font-weight: 400;\">Under those restrictions, US citizens and companies are banned from conducting commercial transactions with the Karpinsky’s and Logachev’s owners.
