"contents": "<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">If ever there were two serially incompetent ministers who deserved to be fired, think Bathabile Dlamini and Malusi Gigaba. </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Granted, they have had stiff competition from some colleagues, but whatever they touch seems to turn to unethical ruin. </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When President Cyril Ramaphosa appointed his Cabinet in February 2018, many were understandably surprised that Gigaba and Dlamini made the cut. </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">But it’s trite to say that </span><span style=\"color: #231f20;\">we</span> <span style=\"color: #231f20;\">could</span> <span style=\"color: #231f20;\">not </span><span style=\"color: #231f20;\">have </span><span style=\"color: #231f20;\">expected wholesale changes. </span><span style=\"color: #231f20;\">Ramaphosa’s </span><span style=\"color: #231f20;\">narrow</span> <span style=\"color: #231f20;\">victory</span> <span style=\"color: #231f20;\">at</span> <span style=\"color: #231f20;\">Nasrec</span> <span style=\"color: #231f20;\">and</span> <span style=\"color: #231f20;\">his</span><span style=\"color: #231f20;\"> “</span><span style=\"color: #231f20;\">deal</span> <span style=\"color: #231f20;\">with</span> <span style=\"color: #231f20;\">DD”</span> <span style=\"color: #231f20;\">(David</span> <span style=\"color: #231f20;\">Mabuza)</span> <span style=\"color: #231f20;\">created</span> <span style=\"color: #231f20;\">a</span> <span style=\"color: #231f20;\">difficulty</span> <span style=\"color: #231f20;\">of</span> <span style=\"color: #231f20;\">its</span> <span style=\"color: #231f20;\">own</span> <span style=\"color: #231f20;\">complex</span> <span style=\"color: #231f20;\">kind:</span> <span style=\"color: #231f20;\">Mabuza,</span> <span style=\"color: #231f20;\">the</span> <span style=\"color: #231f20;\">former</span> <span style=\"color: #231f20;\">Mpumalanga</span> <span style=\"color: #231f20;\">premier,</span> <span style=\"color: #231f20;\">had</span> <span style=\"color: #231f20;\">been</span> <span style=\"color: #231f20;\">tied</span> <span style=\"color: #231f20;\">to </span><span style=\"color: #231f20;\">several alleged </span><span style=\"color: #231f20;\">corruption </span><span style=\"color: #231f20;\">scandals </span><span style=\"color: #231f20;\">and </span><span style=\"color: #231f20;\">political assassinations.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">At</span> <span style=\"color: #231f20;\">Nasrec</span> <span style=\"color: #231f20;\">he</span> <span style=\"color: #231f20;\">committed</span> <span style=\"color: #231f20;\">his</span> <span style=\"color: #231f20;\">Mpumalanga</span> <span style=\"color: #231f20;\">delegates</span> <span style=\"color: #231f20;\">to</span> <span style=\"color: #231f20;\">the</span> <span style=\"color: #231f20;\">Ramaphosa</span> <span style=\"color: #231f20;\">camp.</span> <span style=\"color: #231f20;\">His </span><span style=\"color: #231f20;\">“</span><span style=\"color: #231f20;\">betrayal”</span> <span style=\"color: #231f20;\">of</span> <span style=\"color: #231f20;\">the</span> <span style=\"color: #231f20;\">Zuma</span> <span style=\"color: #231f20;\">camp</span> <span style=\"color: #231f20;\">shows</span> <span style=\"color: #231f20;\">what</span> <span style=\"color: #231f20;\">a</span> <span style=\"color: #231f20;\">political</span> <span style=\"color: #231f20;\">chameleon</span> <span style=\"color: #231f20;\">he</span> <span style=\"color: #231f20;\">is. As</span> <span style=\"color: #231f20;\">Mathews</span> <span style=\"color: #231f20;\">Phosa</span> <span style=\"color: #231f20;\">has</span> <span style=\"color: #231f20;\">said</span> <span style=\"color: #231f20;\">about</span> <span style=\"color: #231f20;\">the</span> <span style=\"color: #231f20;\">compromises</span> <span style=\"color: #231f20;\">at</span> <span style=\"color: #231f20;\">Nasrec</span><span style=\"color: #231f20;\">:</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"color: #231f20;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Nothing</span> principled guided the combination of the so-called ‘unity’ slate. Nothing. It was more about, you give me power, I give you power. There’s [<i>sic</i>] no principles.” </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">When Ramaphosa announced the reshuffle, Zuma </span><span style=\"color: #231f20;\">was </span><span style=\"color: #231f20;\">the </span><span style=\"color: #231f20;\">proverbial </span><span style=\"color: #231f20;\">elephant in the room. Ramaphosa has inherited a </span><span style=\"color: #231f20;\">broken country, </span><span style=\"color: #231f20;\">a </span><span style=\"color: #231f20;\">broken </span><span style=\"color: #231f20;\">ANC</span> <span style=\"color: #231f20;\">and</span> <span style=\"color: #231f20;\">a</span> <span style=\"color: #231f20;\">broken</span> <span style=\"color: #231f20;\">economy.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">Added</span> <span style=\"color: #231f20;\">to</span> <span style=\"color: #231f20;\">that,</span> <span style=\"color: #231f20;\">the</span> <span style=\"color: #231f20;\">detritus</span> <span style=\"color: #231f20;\">of</span> <span style=\"color: #231f20;\">Zuma’s</span> <span style=\"color: #231f20;\">bloated, inefficient Cabinet, filled with far too many corrupt and ineffective ministers, could not simply be cleaned up in one fell </span><span style=\"color: #231f20;\">swoop </span><span style=\"color: #231f20;\">given the fractious nature of ANC</span> <span style=\"color: #231f20;\">politics.</span> <span style=\"color: #231f20;\">Inevitably, there were the contradictions.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"color: #231f20;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Of course Malusi Gigaba should not have come anywhere near a ministerial position given the Pretoria High Court findings against him.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">Earlier this year, Judge Neil </span><span style=\"color: #231f20;\">Tuchten </span><span style=\"color: #231f20;\">found that Gigaba had breached the Constitution and had told deliberate untruths in relation to the Fireblade matter in which the Oppenheimer family had sought</span> <span style=\"color: #231f20;\">to</span> <span style=\"color: #231f20;\">open</span> <span style=\"color: #231f20;\">a</span> <span style=\"color: #231f20;\">private</span> <span style=\"color: #231f20;\">terminal</span> <span style=\"color: #231f20;\">at</span> <span style=\"color: #231f20;\">OR</span> <span style=\"color: #231f20;\">Tambo.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">In response </span><span style=\"color: #231f20;\">Gigaba</span> <span style=\"color: #231f20;\">said</span> <span style=\"color: #231f20;\">he would</span> <span style=\"color: #231f20;\">take</span> <span style=\"color: #231f20;\">the</span> <span style=\"color: #231f20;\">matter</span> <span style=\"color: #231f20;\">on</span> <span style=\"color: #231f20;\">appeal.</span> <span style=\"color: #231f20;\">His</span> <span style=\"color: #231f20;\">return</span> <span style=\"color: #231f20;\">to</span> <span style=\"color: #231f20;\">Home</span> <span style=\"color: #231f20;\">Affairs</span> <span style=\"color: #231f20;\">reminds</span> <span style=\"color: #231f20;\">us</span> <span style=\"color: #231f20;\">of his expediting the Guptas’</span> <span style=\"color: #231f20;\">naturalisation and the many questions that still need to be answered by Gigaba in relation to that. His relationship with the Guptas and his appointment as Finance Minister in controversial circumstances, raise even more questions about his ethical compass. But he survived and remains a cabinet minister — despite the controversy and Judge Tuchten’s findings. </span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #231f20;\">And then there </span><span style=\"color: #231f20;\">was </span><span style=\"color: #231f20;\">the other Great Survivor, Bathabile Dlamini. Having achieved nothing at Social Development, she </span><span style=\"color: #231f20;\">moved </span><span style=\"color: #231f20;\">to the portfolio of irrelevance – </span><span style=\"color: #231f20;\">Women. </span><span style=\"color: #231f20;\">That ministry has </span><span style=\"color: #231f20;\">never </span><span style=\"color: #231f20;\">done anything worthwhile, seeming to come </span><span style=\"color: #231f20;\">alive </span><span style=\"color: #231f20;\">only for 16 days every</span> <span style=\"color: #231f20;\">December, declaring “activism” in relation to violence against women and children. </span><span style=\"color: #231f20;\">Frankly, </span><span style=\"color: #231f20;\">it should be</span> <span style=\"color: #231f20;\">scrapped.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"color: #231f20;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The demoted Dlamini was quite possibly retained because of her ANC Women’s League ties and its support.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Both Dlamini and Gigaba were in the news yet again in September — ignominy and notoriety combined. Dlamini was ordered to pay 20% of the costs in the Sassa matter relating to the further extension of the invalid Cash Paymaster contract when she was Minister of Social Development.</span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The unanimous judgment of the highest court delivered by Justice Froneman was scathing. The Constitutional Court held that:</span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Some of Minister Dlamini’s evidence under oath in affidavits before the court and orally in the inquiry was false. The registrar of the court must be directed to forward a copy of the inquiry report and this judgment to the director of public prosecutions to consider whether Minister Dlamini lied under oath and if so, must be prosecuted for perjury.”</span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Damning indeed. </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Meanwhile, Minister of Home Affairs Malusi Gigaba has been suffering from “foot in mouth disease” on Twitter and entering Twitter “wars” with journalist Redi Thlabi. In the latest part of the unhelpful saga, Gigaba announced that he was suing Thlabi for defamation. He did so on a state letterhead.</span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Is Gigaba using state resources to “defend his name” and sue a journalist for defamation? If he is then we have the right to know why public money is being used in such a wasteful manner.</span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">If Gigaba wants to sue Thlabi, he should do so in his personal capacity and not drag us all into it. Besides, being a politician means Gigaba needs to develop a thicker skin and roll with the punches of public opinion — whether good or bad. That’s democracy. </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">One would also have hoped that Gigaba had more important things to focus on than a blow-by-blow argument with a journalist. The minister may be well served to simply stay under the radar, given his chequered history and possibly dubious links to the Guptas.</span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Various calls have been made for both these embarrassing ministers to be axed. And so the question remains, what will the president do? Has Ramaphosa made the political calculation to do so? That remains to be seen. </span></span></p>\r\n<p class=\"western\" lang=\"en-ZA\" align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But surely, surely, Dlamini and Gigaba have both done more than enough damage across various portfolios for the president to say enough is enough? They are unfit for office. <u><b>DM</b></u></span></span></p>",
