This decline in output is coupled with significant declines and volatility in global investment in the South African mining sector. This has led to South Africa being declared</span><a href=\"https://www.news24.com/citypress/business/sa-now-one-of-the-most-unattractive-mining-investment-countries-20220417\"> <span style=\"font-weight: 400;\">one of the most unattractive mining investment countries</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, South Africa’s economy still largely relies on its mining industry for much of its economic output and exports. However,</span><a href=\"https://www.dailymaverick.co.za/article/2022-05-12-sas-mining-manufacturing-data-for-march-bode-ill-for-first-quarter-gdp/\"> <span style=\"font-weight: 400;\">recent</span></a><span style=\"font-weight: 400;\"> and long-run data highlights the South African mining sector’s struggles to grow and attract investment despite</span><a href=\"https://www.news24.com/fin24/companies/sa-mining-is-now-a-r1-trillion-industry-20220509\"> <span style=\"font-weight: 400;\">some bright spots</span></a><span style=\"font-weight: 400;\">. All signs are pointing towards mining becoming</span><a href=\"https://www.dailymaverick.co.za/article/2022-04-14-dmre-makes-progress-on-applications-backlog-blames-sita-for-cadastre-conundrum/\"> <span style=\"font-weight: 400;\">a sunset industry</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Most of these issues are being levelled at the feet of the South African Mineral Resources Administration System (Samrad), which has been labelled</span><a href=\"https://www.miningweekly.com/article/mantashe-says-delayed-rollout-of-cadastral-system-one-of-the-dmres-biggest-nightmares-2022-04-07\"> <span style=\"font-weight: 400;\">dysfunctional and opaque</span></a><span style=\"font-weight: 400;\">. Given these persistent problems, the Department of Minerals, Resources, and Energy (DMRE) has, as part of efforts to reignite and strengthen the ever-weakening mining sector, hailed its latest initiative, a mining cadastre (considered</span><a href=\"https://www.dailymaverick.co.za/article/2022-04-14-dmre-makes-progress-on-applications-backlog-blames-sita-for-cadastre-conundrum/\"> <span style=\"font-weight: 400;\">a gold standard in the industry</span></a><span style=\"font-weight: 400;\">), as the silver bullet designed to stop the seemingly unending corruption linked to the awarding of mining licences in the hopes of clawing in much-needed investment.</span>\r\n\r\n<span style=\"font-weight: 400;\">A mining cadastre is an online portal that provides</span><a href=\"https://www.dailymaverick.co.za/article/2021-04-13-bring-on-the-transparent-mining-cadastre-minister-mantashe/\"> <span style=\"font-weight: 400;\">pertinent information</span></a><span style=\"font-weight: 400;\"> and data to the public, such as a country’s geological data, mining jurisdictions, the issuance of mining permits, expiry dates on already-issued licences, and available mining and prospecting rights, among others.</span>\r\n\r\n<span style=\"font-weight: 400;\">The move toward an online cadastre for the South African mining sector is heralded to bring about necessary</span><a href=\"https://www.dailymaverick.co.za/article/2021-04-13-bring-on-the-transparent-mining-cadastre-minister-mantashe/\"> <span style=\"font-weight: 400;\">transparency and reduce opportunities for corruption</span></a><span style=\"font-weight: 400;\"> while also acting as a crucial missing piece in South Africa’s</span><a href=\"https://www.miningweekly.com/article/cadastral-system-core-to-ensure-re-emergence-of-exploration-in-sa-2022-05-10\"> <span style=\"font-weight: 400;\">mining exploration puzzle</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The only problem is that since the announcement of the mining cadastre system by Minister Gwede Mantashe, no such system is in place or developed, with the minister himself citing the delays in the cadastre as one of the DMRE’s “</span><a href=\"https://www.miningweekly.com/article/mantashe-says-delayed-rollout-of-cadastral-system-one-of-the-dmres-biggest-nightmares-2022-04-07\"><span style=\"font-weight: 400;\">biggest headaches</span></a><span style=\"font-weight: 400;\">”. Yet, at the recent </span><a href=\"https://www.dailymaverick.co.za/article/2022-05-19-messages-from-mining-indaba-indicate-major-shift-on-sustainability-climate-change/\"><span style=\"font-weight: 400;\">Mining Indaba</span></a><span style=\"font-weight: 400;\"> held in Cape Town, the minister and others within the DMRE told the participants that the delay in the delivery of the cadastre system was due to</span><a href=\"https://www.miningmx.com/news/markets/49468-sa-govt-nowhere-near-getting-new-cadastral-system-for-minerals-concedes-mines-minister/\"> <span style=\"font-weight: 400;\">problems with the tender process</span></a><span style=\"font-weight: 400;\"> designed to appoint developers for the system.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the background, 4,500 mining applications (amounting to approximately R100-billion) remain</span><a href=\"https://www.miningmx.com/news/markets/49468-sa-govt-nowhere-near-getting-new-cadastral-system-for-minerals-concedes-mines-minister/\"> <span style=\"font-weight: 400;\">unauthorised</span></a><span style=\"font-weight: 400;\">, according to Roger Baxter, CEO of the SA Minerals Council.</span>\r\n\r\n<span style=\"font-weight: 400;\">This backlog of mining licences is not just bad news for prospective exploration projects forced to wait in the wings while the DMRE gets its act together. It also spells bad news for the entire mining value chain because the mining industry comprises several different stages (e.g., from exploration to refining). All of these different stages of a mine’s lifecycle employ a broad spectrum of machinery and equipment, whose manufacturers are being unnecessarily stifled in their efforts to supply goods and services to these 4,500 unauthorised licensees while the cadastre system is looking like it is</span><a href=\"https://www.miningmx.com/top-story/49500-sa-minerals-cadastre-dead-in-the-water-as-government-resorts-to-full-blown-bout-of-finger-pointing/\"> <span style=\"font-weight: 400;\">dead in the water</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Research conducted by the</span><a href=\"https://www.competition.org.za/\"> <span style=\"font-weight: 400;\">Centre for Competition, Regulation and Economic Development (CCRED)</span></a><span style=\"font-weight: 400;\"> at the University of Johannesburg into the mining machinery and equipment value chain has pointed to the importance of the machinery and equipment sector as an industry that can assist in structurally transforming the mining sector and the broader economy given its linkages to other industries.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, the original equipment manufacturers (OEMs) supplying equipment to the mining industry have critical backward linkages to modular and major assembly suppliers, sub-assembly and parts suppliers, specialist component suppliers, and raw material suppliers.</span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, the machinery and equipment sector is considered a “root industry” in the Fourth Industrial Revolution, which is becoming a more significant potential threat as the global mining value chain is fast becoming more complex and concentrated around large multinational OEMs who control competitive niches in the market.</span>\r\n\r\n<span style=\"font-weight: 400;\">To become competitive, South Africa’s machinery and equipment sector requires comprehensive and well-structured strategies to turn the industry around, given its poor performance over the past few years. Continued delays in the mining cadastre won’t help this poor performance.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, reviving the ailing mining industry is not as simple as getting the mining cadastre up and running. More steps need to be taken. For instance, South Africa’s machinery and equipment value chain has established some critical capabilities, with islands of competitiveness, that can be leveraged to create more</span><a href=\"https://www.competition.org.za/working-papers\"> <span style=\"font-weight: 400;\">technologically-sophisticated capabilities</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, these islands of competitiveness are coming under threat, reflected in South Africa’s declining market shares in the SADC region (considered a key growth opportunity for South Africa’s exports) and deep-sea markets.</span>\r\n\r\n<span style=\"font-weight: 400;\">CCRED’s research, which was one of the inputs into the Department of Trade, Industry and Competition’s</span><a href=\"http://www.thedtic.gov.za/wp-content/uploads/Steel_Industry_Master_Plan.pdf\"> <span style=\"font-weight: 400;\">Steel Masterplan</span></a><span style=\"font-weight: 400;\">, emphasised the need to increase national industrial capabilities built on the back of national champions, increase exports, and accelerate transformation in the machinery and equipment cluster. These are essential targets for the sector if it and its sub-sectors like mining are to effectively compete against influential multinational firms and break ground on new opportunities in the future.</span>\r\n\r\n<span style=\"font-weight: 400;\">Crucially too, other barriers to entry and structural problems must be rectified to assist the sector in becoming more competitive to regain its market share losses in the SADC region.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the story is clear-cut. For South Africa to achieve its larger industrial policy agenda, industry and government must first overcome more minor hurdles. Therefore, the DMRE must hold itself accountable for its failure to deliver the mining cadastre and work on expediting its development to unlock the R100-billion embodied in those 4,500 licences, indirectly paving the way for the machinery and equipment value chain to flourish as an additional benefit.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is not a panacea for South Africa’s economic and social woes, but it is a move in the right direction. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Economist Jason F Bell is a researcher at the Centre for Competition Regulation and Economic Development (CCRED) at the College of Business and Economics, University of Johannesburg.</span></i>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
