"contents": "<div class=\"theconversation-article-body\">\r\n\r\n<span style=\"font-weight: 400;\">In November 2020, when Americans last went to the polls to elect a president, it took four days after voting closed for Joe Biden to be </span><a href=\"https://edition.cnn.com/2020/11/07/politics/joe-biden-wins-us-presidential-election/index.html\"><span style=\"font-weight: 400;\">declared the winner</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was largely due to razor-thin margins in the crucial battleground states, which resulted in some </span><a href=\"https://www.reuters.com/article/fact-check/contrary-to-social-media-posts-recounts-of-the-2020-us-presidential-election-idUSL2N2WJ1J9/\"><span style=\"font-weight: 400;\">recounts</span></a><span style=\"font-weight: 400;\">, as well as large numbers of mail-in ballots that had to be counted after election day. There was the added challenge of this entire process being conducted amid a global pandemic.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since then, some states have </span><a href=\"https://www.nbcnews.com/nightly-news/video/some-states-make-major-changes-to-speed-up-election-day-vote-count-222190661725\"><span style=\"font-weight: 400;\">changed their election laws</span></a><span style=\"font-weight: 400;\"> to speed up the election count. But while it may not take as long this time round, one thing we can be sure of is that a winner </span><a href=\"https://www.nbcnews.com/politics/2024-election/when-race-called-election-2024-harris-trump-president-rcna175473\"><span style=\"font-weight: 400;\">will not be known</span></a><span style=\"font-weight: 400;\"> on election night itself.</span>\r\n<h4><strong>When do polls open and close?</strong></h4>\r\n<span style=\"font-weight: 400;\">There is no set national time for voting to begin on the morning of 5 November 2024. Most states will begin voting at 7am in their local time, with others starting as early as 5am or as late as 10am. Voting will commence at a variety of times in </span><a href=\"https://eu.usatoday.com/story/news/politics/elections/2024/10/28/election-day-polling-hours/75891138007/\"><span style=\"font-weight: 400;\">some states</span></a><span style=\"font-weight: 400;\">, such as New Hampshire, Tennessee and Washington where this is decided by different counties or municipalities.</span>\r\n\r\n<span style=\"font-weight: 400;\">Polls close at a</span><a href=\"https://www.270towin.com/poll-closing-times\"> <span style=\"font-weight: 400;\">range of times</span></a><span style=\"font-weight: 400;\"> across the country, too. Voting will end as early as 6pm US eastern time (11pm GMT or 1am South African time) in Indiana and Kentucky, while polls in Hawaii and Alaska, the western-most states, do not close until midnight US eastern time (7am in South Africa).</span>\r\n\r\n<span style=\"font-weight: 400;\">An early indicator of which candidate is performing better will come between 7pm and 8pm eastern time (2am and 3am in South Africa), when polls close in the key battleground states of </span><a href=\"https://www.nytimes.com/2024/10/29/us/politics/election-2024-race-call.html\"><span style=\"font-weight: 400;\">Georgia and North Carolina</span></a><span style=\"font-weight: 400;\">. Both states are competitive for US Vice-President Kamala Harris and former president Donald Trump, and if the former is declared the victor in either, then the contest will pivot in her favour.</span>\r\n\r\n<span style=\"font-weight: 400;\">The next key moment could occur between 8pm and 9pm eastern time (3am and 4am in South Africa), when voting ends across the so-called </span><a href=\"https://www.theatlantic.com/politics/archive/2024/08/blue-wall-democrats-kamala-harris/679548/\"><span style=\"font-weight: 400;\">blue wall states</span></a><span style=\"font-weight: 400;\"> of Michigan, Pennsylvania and Wisconsin. However, it is unlikely that a winner will be declared in any of these states straight away. By 10pm eastern time (5am in South Africa), polls will have closed in two other critical swing states, Arizona and Nevada.</span>\r\n<h4><strong>When will votes be counted?</strong></h4>\r\n<span style=\"font-weight: 400;\">There are several factors that could hinder results being announced in the hours immediately after voting ends. In Arizona, for example, state laws allow voters to drop their completed ballot papers off at the polling station on election day or the day prior — something that not all states do. However, these “late early” ballots</span><a href=\"https://www.politico.com/news/2024/10/29/election-day-vote-count-race-calls-time-00185569\"> <span style=\"font-weight: 400;\">cannot be processed</span></a><span style=\"font-weight: 400;\"> until after voting ends.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">It's here! Find them here: <a href=\"https://t.co/HjkGNE2TzL\">https://t.co/HjkGNE2TzL</a> <a href=\"https://t.co/H6MIps28As\">pic.twitter.com/H6MIps28As</a>\r\n\r\n— The Downballot (@downballotnews) <a href=\"https://twitter.com/downballotnews/status/1852031568614695263?ref_src=twsrc%5Etfw\">October 31, 2024</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">Pennsylvania is arguably the most </span><a href=\"https://www.cbsnews.com/news/pennsylvania-battleground-state-what-to-expect-2024-election/\"><span style=\"font-weight: 400;\">prized swing state</span></a><span style=\"font-weight: 400;\"> that both the Democratic and Republican campaigns are vying for. The state has </span><a href=\"https://www.archives.gov/electoral-college/allocation\"><span style=\"font-weight: 400;\">19 electoral votes</span></a><span style=\"font-weight: 400;\">, the most of any battleground state, so the victor will probably win the electoral college (the group of officials that elects the president based on the vote in each state) and thus also the presidency.</span>\r\n\r\n<span style=\"font-weight: 400;\">But Pennsylvania</span><a href=\"https://www.pa.gov/en/agencies/vote/elections/fact-checking-pa-related-election-claims.html\"> <span style=\"font-weight: 400;\">does not allow</span></a><span style=\"font-weight: 400;\"> election workers to process mail ballots until </span><a href=\"https://www.ap.org/news-highlights/elections/2024/ap-decision-notes-what-to-expect-in-pennsylvania-on-election-day/\"><span style=\"font-weight: 400;\">7am local time on election day</span></a><span style=\"font-weight: 400;\">, which could mean the result takes longer than 24 hours after polls close to be made known.</span>\r\n\r\n<span style=\"font-weight: 400;\">That said, Alauna Safarpour, an assistant professor at Pennsylvania’s Gettysburg College, does not think the wait will be as long as it was four years ago. Writing for The Conversation on October 29, </span><a href=\"https://theconversation.com/why-pennsylvanias-election-results-will-take-time-to-count-240305\"><span style=\"font-weight: 400;\">she said</span></a><span style=\"font-weight: 400;\"> that it was “highly likely” that fewer Pennsylvanians would choose to vote by mail this time around.</span>\r\n\r\n<span style=\"font-weight: 400;\">“A smaller proportion of voters opted to vote by mail in the 2022 midterm election than in the 2020 general election, and that trend is likely to continue in 2024”, she said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Two more crucial states, Michigan and Nevada, have also made changes to the election count since 2020. These states now permit ballot papers to be </span><a href=\"https://thehill.com/homenews/campaign/4954336-mail-in-voting-slows-election-process/amp/\"><span style=\"font-weight: 400;\">processed in advance</span></a><span style=\"font-weight: 400;\"> of polling day. On the other hand, the ability of North Carolina to process votes ahead of the election has been made more difficult due to the damage recently caused by</span><a href=\"https://www.pbs.org/newshour/nation/helenes-historic-destruction-hasnt-stopped-early-voting-in-north-carolina\"> <span style=\"font-weight: 400;\">Hurricane Helene</span></a><span style=\"font-weight: 400;\">. This may lead to </span><a href=\"https://www.forbes.com/sites/alisondurkee/2024/10/10/how-hurricanes-milton-and-helene-are-impacting-voter-deadlines-in-key-swing-states-as-groups-go-to-court/\"><span style=\"font-weight: 400;\">further delays</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In Wisconsin, vote counting in two of the state’s biggest counties – </span><a href=\"https://apnews.com/article/wisconsin-decision-notes-president-senate-baldwin-hovde-9ddda60029052c5424329e999afd2463\"><span style=\"font-weight: 400;\">Milwaukee and Dane</span></a><span style=\"font-weight: 400;\"> – can also be </span><a href=\"https://www.axios.com/2024/10/24/election-results-timing-vote-count\"><span style=\"font-weight: 400;\">particularly slow</span></a><span style=\"font-weight: 400;\">. Milwaukee and Dane counties are both significant</span><a href=\"https://apnews.com/article/election-swing-states-georgia-arizona-nevada-michigan-e69da5eb0584606ba9f02ff8fe1de9ee\"> <span style=\"font-weight: 400;\">urban centres</span></a><span style=\"font-weight: 400;\"> with a combined population of around 1.5 million people. The margin in these counties will be significant to the result in Wisconsin and the presidential race overall.</span>\r\n<h4><strong>What might delay the results?</strong></h4>\r\n<span style=\"font-weight: 400;\">There are concerns that certain domestic players could seek to frustrate and delay election results in the critical swing states. In January 2020, for example, a large number of Republicans in Congress</span><a href=\"https://www.nytimes.com/interactive/2021/01/07/us/elections/electoral-college-biden-objectors.html\"> <span style=\"font-weight: 400;\">objected to results</span></a><span style=\"font-weight: 400;\"> in Pennsylvania and Arizona — states that were both won by Biden.</span>\r\n\r\n<span style=\"font-weight: 400;\">And in</span><a href=\"https://www.justsecurity.org/81939/timeline-false-electors/\"> <span style=\"font-weight: 400;\">seven swing states</span></a><span style=\"font-weight: 400;\">, people falsely claiming to be members of the electoral college attempted to declare Trump as the winner of their state. Their votes were sent to Congress to be counted alongside those of the true electors, with </span><a href=\"https://theconversation.com/2020s-fake-elector-schemes-will-be-harder-to-try-in-2024-but-not-impossible-229094\"><span style=\"font-weight: 400;\">some Congress members</span></a><span style=\"font-weight: 400;\"> arguing that the new slate of electoral votes cast doubts over the official result in certain states. In 2023, a Trump campaign lawyer, Kenneth Chesebro, </span><a href=\"https://www.theguardian.com/us-news/2023/oct/20/kenneth-chesebro-plea-deal-fulton-county-racketeering-case\"><span style=\"font-weight: 400;\">pleaded guilty</span></a><span style=\"font-weight: 400;\"> in Georgia to his role in subverting the election.</span>\r\n\r\n<span style=\"font-weight: 400;\">Norman Eisen, Samara Angel and Clare Boone, who are all fellows at the Brookings Institution thinktank, have </span><a href=\"https://www.brookings.edu/articles/the-counties-that-may-try-not-to-certify-the-2024-election/\"><span style=\"font-weight: 400;\">provided detailed analysis</span></a><span style=\"font-weight: 400;\"> on how this scenario could be repeated in 2024. They point to nefarious strategies that could be utilised to confuse results by refusing to certify elections at the “county level”.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, three </span><a href=\"https://www.theguardian.com/us-news/2024/sep/13/swing-states-election-deniers-vote-count\"><span style=\"font-weight: 400;\">election deniers</span></a><span style=\"font-weight: 400;\"> — Rick Jeffares, Janice Johnston and Janelle King — hold the balance of power in Georgia’s state election board. They have jointly devised new rules that allow vote certification to be paused while investigations are launched into alleged “irregularities”. <iframe style=\"border: none !important;\" src=\"https://counter.theconversation.com/content/242635/count.gif?distributor=republish-lightbox-advanced\" width=\"1\" height=\"1\"></iframe>\r\n</span>\r\n\r\n<span style=\"font-weight: 400;\">Eisen, Angel and Boone </span><a href=\"https://www.brookings.edu/articles/the-counties-that-may-try-not-to-certify-the-2024-election/\"><span style=\"font-weight: 400;\">assert</span></a><span style=\"font-weight: 400;\"> that while “these attempts will likely meet the same fate as prior efforts, they could still stoke uncertainty and distrust”.
