US elections at a glance - what you need to know if you’re in South Africa

In his interview with Newzroom Afrika, Daily Maverick’s international relations expert, J Brooks Spector, explains why South Africans should keep a close eye on the elections in America: “You don’t get to vote, but you certainly have a stake.”

He highlights how the African Growth and Opportunity Act (Agoa) affects South African exports: “Agoa, which gives unfettered, non-tariff access to American markets, has a significant impact on South Africa’s manufacturing and agricultural commodities. It might well be under threat, as it comes up for renewal next year. If a foreign policy or international economic policy by a president is starkly transactional and insists on a whole range of quid pro quos, that could be an issue.”

On broader foreign policy implications, Spector points out: “The idea that foreign assistance in its many different forms might be an issue as well – all of these things affect South Africa and South Africans fairly directly. But the larger international climate obviously has an impact, because South Africa is largely an export-driven country, and you need the stability of the international trading regime for the country’s success.”

And, touching on the concept of democracy itself, he adds: “In a more indirect way, the defence of democracy as a concept, both domestically in the US and internationally, has ramifications for this country as well.”


What would Harris or Trump do for South Africa?


Peter Fabricius writes that a second Donald Trump presidency would at best put little energy into relations with Africa and South Africa even if he doesn’t actively downgrade relations (African nations are “shithole countries”, remember?).

By contrast, Kamala Harris would sustain and probably amplify the effort President Joe Biden has devoted to improving relations with Africa.

“South Africa and Africa need a White House and an executive branch to continue to play their key role in driving these laws. The Biden administration has been particularly critical in defending South Africa against congressional efforts to eject it from Agoa. It seems doubtful that Trump would bother,” Fabricius writes.

What are the voting and poll closure times? When will results be announced?


The US election results might take a day or two to finalise, depending on the speed of vote counting across states. For those following the results in South Africa, prepare for updates starting at about 4am on 6 November.

An important factor shaping this election is the surge in early and mail-in voting. By the time election day arrives, nearly 100 million votes might already be in – potentially half of all ballots cast in this election. As Daily Maverick’s Brooks Spector points out, these voters are no longer swayed by last-minute appeals from either candidate.

As election day unfolds, the very first official results will come in just minutes after midnight on 5 November, from the small village of Dixville Notch, New Hampshire. In keeping with tradition, the town’s handful of voters gather over coffee and doughnuts to cast their ballots, which are then promptly counted and reported. This year, the results were a tie – three votes each for Harris and Trump. Dixville Notch’s midnight vote offers a charming, grassroots start to the nation’s election reporting.
