"contents": "<span style=\"font-weight: 400;\">In a statement released by the</span><a href=\"https://home.treasury.gov/news/press-releases/jy1084\"> <span style=\"font-weight: 400;\">US Treasury on Monday</span></a><span style=\"font-weight: 400;\">, four “key individuals in Isis’s network in South Africa” have become the latest additions to the Treasury’s Office of Foreign Assets Control (Ofac) sanctions list.</span>\r\n\r\n<span style=\"font-weight: 400;\">The four are named as Durban-based businessmen Nufael Akbar, Yunus Mohamad Akbar, Mohamad Akbar and Umar Akbar.</span>\r\n\r\n<span style=\"font-weight: 400;\">The US Treasury states that the four are “members of an Isis cell operating in South Africa who have provided technical, financial, or material support to the terrorist group”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The four men are now on the US Treasury’s Specially Designated Nationals and Blocked Persons List (SDN List), which means that all persons and businesses within the US are blocked from doing business with them. Four companies owned or controlled by the men have also been blacklisted: MA Gold Traders, Bailey Holdings, Flexoseal Waterproofing Solutions and HJ Bannister Construction.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/becs-3/\"><img loading=\"lazy\" class=\"size-full wp-image-1456194\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/11/becs.jpg\" alt=\"\" width=\"720\" height=\"360\" /></a> A flag associated with the so-called Islamic State (IS or Isis). (Photo: Flickr)</p>\r\n<h4><b>Men are accused of assisting Farhad Hoomer</b></h4>\r\n<span style=\"font-weight: 400;\">As usual, the US Treasury has not provided any information as to the nature of the evidence against these individuals. It states, however, that the four men are associates of</span><a href=\"https://www.dailymaverick.co.za/article/2022-03-03-farhad-hoomer-and-the-broader-picture-of-islamic-state-linked-cases-in-south-africa/\"> <span style=\"font-weight: 400;\">Farhad Hoomer</span></a><span style=\"font-weight: 400;\"> — another Durban businessman accused by the US of leading an Isis cell.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hoomer and three others</span><a href=\"https://home.treasury.gov/news/press-releases/jy0616\"> <span style=\"font-weight: 400;\">were added to the SDN List</span></a><span style=\"font-weight: 400;\"> in March.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of the four men named on Monday, the US Treasury alleges that: </span>\r\n<ul>\r\n \t<li>Nufael Akbar “collaborated with” and had been “directed by” Hoomer, while playing a “commanding figure in the Durban-based Isis cell”;</li>\r\n \t<li>Yunus Mohamad Akbar “functions as an enforcer and logistical coordinator for the ISIS cell”;</li>\r\n \t<li>Mohamad Akbar is a “Hoomer associate” who was arrested along with Hoomer on <a href=\"https://www.news24.com/News24/5-more-charges-added-to-durban-bombers-case-20190222\">terrorism charges in 2018</a>, with the case later dropped for unreasonable delays; He was quick</span><a href=\"https://www.iol.co.za/sunday-tribune/news/i-am-not-behind-the-terror-threats-says-durban-man-0e549317-a598-4a81-88ab-575e3f6d65a9\"> <span style=\"font-weight: 400;\">to clarify to the </span><i><span style=\"font-weight: 400;\">Sunday Tribune</span></i></a><span style=\"font-weight: 400;\"> that he was in Morocco visiting family at the time.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is evident that the US is increasingly concerned about what its Treasury statement termed “the emerging importance of [South Africa] for funds transfers from Isis leadership to Isis affiliates across Africa”.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was flagged in a</span><a href=\"https://www.dailymaverick.co.za/article/2022-07-22-south-africa-a-growing-conduit-for-islamic-state-funds-says-new-un-report/\"> <span style=\"font-weight: 400;\">UN Security Council report</span></a><span style=\"font-weight: 400;\"> released in July 2022, which stated that a “Monitoring Team” had detected a number of transactions of more than $1-million being channelled through South Africa by Isis leadership to affiliates in Africa. </span><b>DM</b>",
