"contents": "<span style=\"font-weight: 400;\">In August, </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">reported on an incident in which a young man was </span><a href=\"https://www.dailymaverick.co.za/article/2023-08-28-they-started-beating-me-kicking-me-lesufis-gauteng-crime-prevention-wardens-accused-of-brutal-assault/\"><span style=\"font-weight: 400;\">brutally attacked</span></a><span style=\"font-weight: 400;\"> in his home, allegedly by a group of Gauteng Crime Prevention Wardens, and beaten almost to death. </span><span style=\"font-weight: 400;\">For weeks, Andrew Make lived in excruciating pain from injuries sustained during the attack and was </span><span style=\"font-weight: 400;\">placed on a long waiting list for urethroplasty surgery.</span>\r\n\r\n<span style=\"font-weight: 400;\">Make is </span><span style=\"font-weight: 400;\">now on the road to recovery after undergoing surgery on 29 September.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1932151\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/11/ec7415e7-0d7a-4b7b-9286-a2c5692f1eae.jpg\" alt=\"victim amapanyaza\" width=\"720\" height=\"960\" /> <em>Andrew Make has expressed his gratitude to the doctors and nurses who have helped him. ‘They’ve been taking care of me and ensuring that we don't revert to the surgery room,’ he said. (Photo: Supplied)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">“I have been under the good care of the Urology Hospital in Hatfield with Dr Ijane, as well as the wound care specialist, Patrick Malebatsane, from Lebogang Healthcare Centre. They’ve been taking care of me and just ensuring that we don’t revert to the surgery room and that I don’t get any infections,” said Make.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite a minor hiccup that resulted in him being readmitted to the hospital, Make says the physical recovery process is going well.</span>\r\n\r\n<span style=\"font-weight: 400;\">“It’s not something that’s going to happen overnight, as much as I wish and I hope… I still have a catheter but soon enough it should be taken out,” he said.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-08-29-gauteng-crime-prevention-wardens-set-up-unlawfully-experts/\"><span style=\"font-weight: 400;\">Gauteng’s Crime Prevention Wardens were set up unlawfully, risk abuse of police powers – experts</span></a>\r\n<h4><b>‘Humane thing to do’</b></h4>\r\n<span style=\"font-weight: 400;\">Dr Kabo Ijane, the urologist and robotic surgeon who operated on Make, heard about his ordeal on the 702 Breakfast with Bongani Bingwa show. Ijane works at the Urology Hospital, </span><span style=\"font-weight: 400;\">the first facility in South Africa to perform robotic surgery. With advanced technology, the hospital is still the only dedicated urological hospital in South Africa and one of a kind in Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ijane said the surgery was possible thanks to a team of excellent clinician nurses and an anaesthesiology team at the Rodseth firm.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The CEO of the hospital, Mr Malcom Anthony, heard a touching story and pledged the assistance of the hospital,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ijane is a urologist and a robotic surgeon. “That means over and above the other urological operations that we do, some like prostate and kidney cancer surgeries are performed using the robot,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Da Vinci robotic surgical system “allows the surgeon to perform minimally invasive surgery with more precision and magnification; this assists with quick recoveries, decreases pain post-operation, decreases the need for blood transfusions with major operations, and allows for early recovery,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ijane said the decision to assist Make was simple. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It is a humane thing to do and a corporate compassionate act to the community in which we are stationed as a hospital and [as] professionals,” he said.</span>\r\n\r\n<b>Watch on Carte Blanche: </b><a href=\"https://www.youtube.com/watch?v=EIHj1cIjQpU\"><span style=\"font-weight: 400;\">AmaPanyaza | Carte Blanche | M-Net</span></a><b><i> </i></b>\r\n\r\n<span style=\"font-weight: 400;\">Ijane explained that the injuries sustained by Make disrupted the urine pipe completely.</span>\r\n\r\n<span style=\"font-weight: 400;\">“There was total blockage of the flow of urine, requiring the use of a tube placed above the hip bone to empty the bladder,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The operation planning required specialised imaging with the radiology department, and the operation entailed resection of all the scarred area of the pipe and connection of the healthy parts.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The wound care team from Lebogang Healthcare, with Patrick Malebatsane, assisted a great deal with post-wound care for Make, said Ijane. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The gentleman [Make] is well into his recovery and we continue to monitor his progress,” he said.</span>\r\n<h4><b>Mental scars remain for Make</b></h4>\r\n<span style=\"font-weight: 400;\">The mental scars from the assault remain with Make, and he is currently receiving help from a counsellor at the South African Depression and Anxiety Group.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They are just helping me with the trauma I endured. It is a long process and he [the counsellor] mentioned that it is like building a puzzle, so we take it step by step, day by day,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Going through what I went through, that ordeal where people just barged into my residence, accused me of things, and ended up assaulting me — the smallest of sounds that happen on the outside, I will fall into a mini-panic attack thinking that it is those people that are coming back.”</span>\r\n<h4><b>Status of the investigation</b></h4>\r\n<span style=\"font-weight: 400;\">Following </span><a href=\"https://www.dailymaverick.co.za/article_tag/amapanyaza/\"><i><span style=\"font-weight: 400;\">Daily Maverick’s</span></i><span style=\"font-weight: 400;\"> articles</span></a><span style=\"font-weight: 400;\">, the Gauteng Department of Community Safety and t</span><span style=\"font-weight: 400;\">he South African Police Service </span><span style=\"font-weight: 400;\">made contact with Make, taking statements from him and witnesses. Make also now has legal representation.</span>\r\n\r\n<span style=\"font-weight: 400;\">“As for further developments in the case, I’m not too sure what exactly is going on now because we seem to be playing the waiting game once more,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">An identity parade was meant to be conducted last week, but Make says this was scrapped, without any indication why. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I’m just waiting for some sort of feedback from those parties, and then we’ll take it from there,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Make says the case is no longer with the </span><span style=\"font-weight: 400;\">Independent Police Investigative Directorate </span><span style=\"font-weight: 400;\">and is now back with the </span><span style=\"font-weight: 400;\">Katlehong North Police Station.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I am just a little bit worried about the fact that there was a police officer who was present during that time [of the assault] and I don’t know what’s going to happen to that person,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite the uncertainty and concerns, Make is trying to remain hopeful that justice will be done.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I’m just trying to stay optimistic and positive, hoping that everything does go through in the correct manner and that justice at the end of the day is served, with the parties who did the assault facing criminal charges and jail time,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Compensation also needs to be paid for everything that I have gone through. "description": "Gauteng premier Panyaza Lesufi first announced the creation of a new cadre of crime busters, colloquially named the Amapanyaza, in his inaugural State of the Province address in February 2023, as part of his revamped anti-crime strategy. Since then he has moved fast.\r\n\r\nIt is less than a year since he took office in October 2022 and, according to Sizwe Pamla, the premier’s spokesperson, 6,000 people have already been recruited to the Amapanyaza, trained and deployed in 361 township, informal settlement and hostel areas. Pamla calls this a “force multiplier” and an attempt to bolster the 142 police stations and 38,290 law enforcement officers in the province.\r\n\r\nIn a detailed response to questions, Pamla told Daily Maverick that to fund this programme the Gauteng department of community safety (DCS), which oversees it, had its 2023/24 budget increased significantly to more than R2.7-billion, and the Crime Prevention Wardens (CPWs) themselves have been allocated nearly R1.5-billion.\r\n\r\n<a href=\"https://www.timeslive.co.za/news/south-africa/2023-03-09-gauteng-community-safety-gets-97-budget-increase-to-boost-crime-fighting-plan/\">According to reports at the time</a> this was a 97% increase in the DCS’s budget and contrasted with departments such as health and human settlements which had their budgets cut.\r\n\r\nOn the face of it such an ambitious programme, in a province wracked by crime, would seem welcome. People we interviewed in Soweto, for example, all expressed hope that the CPWs would protect them from petty crime, but said they had seen no difference yet.\r\n\r\nDr Johan Burger, an independent crime and policing consultant, told us he is “concerned about the legality of CPWs currently performing law enforcement functions. They may currently be enforcing laws or performing functions for which they are not legally authorised. Their three months’ training is also hugely inadequate for the wide range of legal powers and the complex range of laws which they are or will be expected to enforce.”",

It is a long process and he [the counsellor] mentioned that it is like building a puzzle, so we take it step by step, day by day,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Going through what I went through, that ordeal where people just barged into my residence, accused me of things, and ended up assaulting me — the smallest of sounds that happen on the outside, I will fall into a mini-panic attack thinking that it is those people that are coming back.”</span>\r\n<h4><b>Status of the investigation</b></h4>\r\n<span style=\"font-weight: 400;\">Following </span><a href=\"https://www.dailymaverick.co.za/article_tag/amapanyaza/\"><i><span style=\"font-weight: 400;\">Daily Maverick’s</span></i><span style=\"font-weight: 400;\"> articles</span></a><span style=\"font-weight: 400;\">, the Gauteng Department of Community Safety and t</span><span style=\"font-weight: 400;\">he South African Police Service </span><span style=\"font-weight: 400;\">made contact with Make, taking statements from him and witnesses. Make also now has legal representation.</span>\r\n\r\n<span style=\"font-weight: 400;\">“As for further developments in the case, I’m not too sure what exactly is going on now because we seem to be playing the waiting game once more,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">An identity parade was meant to be conducted last week, but Make says this was scrapped, without any indication why. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I’m just waiting for some sort of feedback from those parties, and then we’ll take it from there,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Make says the case is no longer with the </span><span style=\"font-weight: 400;\">Independent Police Investigative Directorate </span><span style=\"font-weight: 400;\">and is now back with the </span><span style=\"font-weight: 400;\">Katlehong North Police Station.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I am just a little bit worried about the fact that there was a police officer who was present during that time [of the assault] and I don’t know what’s going to happen to that person,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite the uncertainty and concerns, Make is trying to remain hopeful that justice will be done.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I’m just trying to stay optimistic and positive, hoping that everything does go through in the correct manner and that justice at the end of the day is served, with the parties who did the assault facing criminal charges and jail time,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Compensation also needs to be paid for everything that I have gone through.
