"contents": "<span style=\"font-weight: 400;\">“The level of hate the SA government has for its citizens is not surprising.” </span>\r\n\r\n<span style=\"font-weight: 400;\">That’s the</span><a href=\"https://www.facebook.com/photo/?fbid=897533854550503&set=a.117780885859141\"><span style=\"font-weight: 400;\"> final sentence</span></a><span style=\"font-weight: 400;\"> in a much copied and pasted</span><a href=\"https://www.facebook.com/permalink.php?story_fbid=pfbid02A9a4U3qN1SZib89o7DAQqAALCM61VUpLyBAs5zxqmg5cr4GoHLphypvunX79tciTl&id=103131862424141\"><span style=\"font-weight: 400;\"> message</span></a><span style=\"font-weight: 400;\"> circulating on</span><a href=\"https://www.facebook.com/groups/2097757306935901/posts/5781525665225695/\"><span style=\"font-weight: 400;\"> social media</span></a><span style=\"font-weight: 400;\"> in South Africa in September 2022.</span>\r\n\r\n<span style=\"font-weight: 400;\">The message — also seen</span><a href=\"https://www.facebook.com/permalink.php?story_fbid=pfbid0VnCKd3xgnDFQP5kXotH5dyLZzNZ6CPgXDHqz2hjRWNHWWoJAjoe2Nae8pSJFKQV9l&id=477308425674040\"><span style=\"font-weight: 400;\"> here</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.facebook.com/connor.felane/posts/pfbid02hdnKj4WgCmSW4jLuiAKMMdeJqQMnprtqC3CdNfcXSpoQSWAFbLAkJYuqU3gFy8Gdl\"><span style=\"font-weight: 400;\"> here</span></a><span style=\"font-weight: 400;\"> — seems to come from a</span><a href=\"https://twitter.com/MarioKhumalo/status/1566054590021255171\"><span style=\"font-weight: 400;\"> tweet</span></a><span style=\"font-weight: 400;\"> posted on 3 September, which has attracted thousands of reactions. Its first three sentences claim to give evidence for this “hate”:</span>\r\n<ul>\r\n \t<li>Eskom: over 1,000 Zimbabwean employees.</li>\r\n \t<li>Vodacom: over 5,000 Zimbabwean employees.</li>\r\n \t<li>Government Departments: over 10,000 foreign nationals.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">People who have migrated to South Africa from</span><a href=\"https://www.google.com/maps/place/Zimbabwe/@-19.0156153,29.152802,6z/data=!4m5!3m4!1s0x1931a4e706b17161:0xa1c0385fc5cbbfee!8m2!3d-19.015438!4d29.154857\"><span style=\"font-weight: 400;\"> Zimbabwe</span></a><span style=\"font-weight: 400;\">, one of South Africa’s northern neighbours, have</span><a href=\"https://trends.google.com/trends/explore?geo=ZA&q=%23putsouthafricansfirst\"><span style=\"font-weight: 400;\"> for months</span></a><span style=\"font-weight: 400;\"> been</span><a href=\"https://www.news24.com/news24/southafrica/news/xenophobia-inconsistent-with-our-values-ramaphosa-during-heritage-day-address-20220924\"><span style=\"font-weight: 400;\"> targeted</span></a><span style=\"font-weight: 400;\"> by campaigns that accuse them of crime and of taking jobs from locals.</span>\r\n\r\n<span style=\"font-weight: 400;\">But South Africa’s</span><a href=\"https://www.sahistory.org.za/article/xenophobic-violence-democratic-south-africa-timeline\"><span style=\"font-weight: 400;\"> history of xenophobic hostility</span></a><span style=\"font-weight: 400;\"> — and</span><a href=\"https://africacheck.org/fact-checks/meta-programme-fact-checks/burning-man-photo-2008-not-2019-xenophobic-violence-south\"><span style=\"font-weight: 400;\"> violence</span></a><span style=\"font-weight: 400;\"> — against migrants from elsewhere on the continent</span><a href=\"https://www.sahistory.org.za/article/xenophobic-violence-democratic-south-africa-timeline\"><span style=\"font-weight: 400;\"> goes back decades</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<a href=\"https://www.eskom.co.za/about-eskom/company-information/\"><span style=\"font-weight: 400;\">Eskom</span></a><span style=\"font-weight: 400;\"> is South Africa’s state-owned electricity supplier. </span><a href=\"https://www.vodacom.co.za/\"><span style=\"font-weight: 400;\">Vodacom South Africa</span></a><span style=\"font-weight: 400;\"> is part of the global</span><a href=\"https://investors.vodafone.com/about-us\"><span style=\"font-weight: 400;\"> Vodafone Group</span></a><span style=\"font-weight: 400;\"> of telecoms companies.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa has dozens of</span><a href=\"https://www.gov.za/about-government/government-system/national-departments\"><span style=\"font-weight: 400;\"> national government departments</span></a><span style=\"font-weight: 400;\">, and</span><a href=\"https://provincialgovernment.co.za/units/type/1/departments\"><span style=\"font-weight: 400;\"> dozens more</span></a><span style=\"font-weight: 400;\"> in the governments of its</span><a href=\"https://southafrica-info.com/land/nine-provinces-south-africa/\"><span style=\"font-weight: 400;\"> nine provinces</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But does Eskom really employ more than 1,000 Zimbabweans, and Vodacom another 5,000? And do more than 10,000 foreign nationals have jobs in government departments? We did some digging.</span>\r\n<h4><b>What the data can and can’t tell us</b></h4>\r\n<span style=\"font-weight: 400;\">It’s difficult to find data on the number of foreign migrants in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">And more unproven numbers were thrown around after the</span><a href=\"http://www.dha.gov.za/index.php/statements-speeches/506-remarks-by-minister-malusi-gigaba-on-the-announcement-of-the-zimbabwean-special-dispensation-permit-in-pretoria-12-august-2014\"><span style=\"font-weight: 400;\"> Zimbabwe Exemption Permit</span></a><span style=\"font-weight: 400;\">, which aims to give undocumented Zimbabweans the chance to regularise their stay in South Africa, was extended in early September.</span>\r\n\r\n<span style=\"font-weight: 400;\">Estimates of migration into South Africa are often</span><a href=\"https://africacheck.org/fact-checks/blog/analysis-what-do-we-really-know-about-international-migration-south-africa\"><span style=\"font-weight: 400;\"> imprecise</span></a><span style=\"font-weight: 400;\">, for several reasons. The country’s censuses and national surveys do record migrants, but don’t give enough context to estimate their movement over time. And migrants questioned in surveys may not want to say where they were born.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2022 census by</span><a href=\"https://www.zimstat.co.zw/\"><span style=\"font-weight: 400;\"> Zimstat</span></a><span style=\"font-weight: 400;\">, Zimbabwe’s statistics agency,</span><a href=\"https://healthtimes.co.zw/2022/09/06/zimbabwes-migration-at-record-highas-900000-of-thousands-leave-the-country/\"><span style=\"font-weight: 400;\"> reportedly</span></a><span style=\"font-weight: 400;\"> found that more than 773,000 of that country’s people had emigrated to South Africa, “largely for employment reasons”. (The data is preliminary.)</span>\r\n\r\n<a href=\"https://www.statssa.gov.za/\"><span style=\"font-weight: 400;\">Statistics South Africa</span></a><span style=\"font-weight: 400;\"> estimates the total number of foreign nationals in the country to be around</span><a href=\"http://www.statssa.gov.za/?p=14569\"><span style=\"font-weight: 400;\"> 3.95 million</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Figures from the ZEP initiative also offer some clues. ZEP has existed in different forms for 13 years. According to the </span><a href=\"http://www.dha.gov.za/\"><span style=\"font-weight: 400;\">Department of Home Affairs</span></a><span style=\"font-weight: 400;\">, the purpose was originally “to give a large number of undocumented Zimbabweans … the opportunity to regularise their stay in South Africa”. Around </span><a href=\"https://www.groundup.org.za/article/cabinet-announces-zimbabwe-exemption-permits-will-not-be-extended/\"><span style=\"font-weight: 400;\">245,000</span></a><span style=\"font-weight: 400;\"> permits were initially issued. Today, an estimated </span><a href=\"https://www.groundup.org.za/article/only-6000-of-the-178000-zimbabwean-exemption-permit-holders-have-applied-for-extensions/\"><span style=\"font-weight: 400;\">178,000</span></a><span style=\"font-weight: 400;\"> people hold a Zimbabwe exemption permit. </span>\r\n\r\n<span style=\"font-weight: 400;\">The South African government </span><a href=\"https://www.groundup.org.za/article/cabinet-announces-zimbabwe-exemption-permits-will-not-be-extended/\"><span style=\"font-weight: 400;\">announced</span></a><span style=\"font-weight: 400;\"> in 2021 that the permits would expire at the end of 2022, giving holders a year to apply for a different permit, leave the country, or become undocumented. The deadline has since been </span><a href=\"http://www.dha.gov.za/index.php/notices/1597-press-statement-zimbabwean-nationals-granted-exemption-in-terms-of-section-13-2-b-of-the-immigration-act\"><span style=\"font-weight: 400;\">extended</span></a><span style=\"font-weight: 400;\"> until the end of June 2023.</span>\r\n\r\n<b>Claim: Eskom employs over 1,000 Zimbabweans</b>\r\n\r\n<b>Verdict: </b><b>Incorrect</b>\r\n\r\n<a href=\"https://www.eskom.co.za/\"><span style=\"font-weight: 400;\">Eskom</span></a><span style=\"font-weight: 400;\"> is a state-owned company that produces much of the country’s electricity. The latest available employment data indicates that in the 2020/21 financial year, the company had </span><a href=\"https://ee.labour.gov.za/DMISO/\"><span style=\"font-weight: 400;\">43,137</span></a><span style=\"font-weight: 400;\"> employees.</span>\r\n\r\n<span style=\"font-weight: 400;\">This figure comes from employment equity (EE) reports on Eskom’s three main bodies — </span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-10/ESKOM_HOLDINGS_SOC_LIMITED_11770.pdf#page=3\"><span style=\"font-weight: 400;\">Eskom Holdings SOC Limited</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-10/ESKOM_FINANCE_COMPANY_11785.pdf#page=3\"><span style=\"font-weight: 400;\">Eskom Finance Company</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-10/ESKOM_ROTEK_INDUSTRIES_SOC_LTD_4277.pdf#page=3\"><span style=\"font-weight: 400;\">Eskom Rotek Industries</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">EE reports are </span><a href=\"https://www.gov.za/speeches/employment-and-labour-deadline-submit-employment-equity-reports-11-jan-2022-0000\"><span style=\"font-weight: 400;\">publicly available</span></a><span style=\"font-weight: 400;\"> and submitted by businesses to the </span><a href=\"https://www.labour.gov.za/\"><span style=\"font-weight: 400;\">Department of Employment and Labour</span></a><span style=\"font-weight: 400;\"> every year. Companies in South Africa are </span><a href=\"https://www.gov.za/speeches/employment-and-labour-deadline-submit-employment-equity-reports-11-jan-2022-0000\"><span style=\"font-weight: 400;\">required</span></a><span style=\"font-weight: 400;\"> to report numbers and demographics of their employees in line with the Employment Equity Act.</span>\r\n\r\n<span style=\"font-weight: 400;\">When added up, the total number of foreign nationals employed by all Eskom bodies is 156. As a percentage of the total number of employees, foreign nationals make up just 0.36% of Eskom’s employees. </span>\r\n\r\n<span style=\"font-weight: 400;\">The report does not break down the number of foreign nationals by citizenship, so the exact number of Zimbabweans employed by Eskom is not known. But we do know the number would be smaller than 156 — a lot less than the 1,000 claimed in the viral message.</span>\r\n\r\n<b>Claim: Vodacom employs over 5,000 Zimbabweans</b>\r\n\r\n<b>Verdict: </b><b>Incorrect</b>\r\n\r\n<a href=\"https://www.vodacom.com/\"><span style=\"font-weight: 400;\">Vodacom</span></a><span style=\"font-weight: 400;\"> is one of South Africa’s </span><a href=\"https://www.vodacom.com/pdf/investor/annual-results/2021/vodacom-anouncement-fy21.pdf\"><span style=\"font-weight: 400;\">largest</span></a><span style=\"font-weight: 400;\"> mobile and data companies. According to the latest available data from Vodacom Group’s employment equity report, as of 2020/21 the company employed </span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-10/VODACOM_GROUP_LIMITED_21601.pdf#page=3\"><span style=\"font-weight: 400;\">4,991 people</span></a><span style=\"font-weight: 400;\"> in South Africa. Of these, </span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-10/VODACOM_GROUP_LIMITED_21601.pdf#page=3\"><span style=\"font-weight: 400;\">71</span></a><span style=\"font-weight: 400;\"> were not South African citizens. </span>\r\n\r\n<span style=\"font-weight: 400;\">The employment report does not break this number down by nationality. But Vodacom spokesperson </span><a href=\"https://www.linkedin.com/in/byron-kennedy-51092418/?originalSubdomain=za\"><span style=\"font-weight: 400;\">Byron Kennedy</span></a><span style=\"font-weight: 400;\"> told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that the company employs “less than 50 people that are Zimbabwean nationals”. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is in stark contrast to the message, which claims that Vodacom has more than 5,000 Zimbabwean employees. This number is larger than 4,991, the total number of people the company employs in South Africa.</span>\r\n\r\n<b>Claim: Over 10,000 foreign nationals are employed in South African government departments</b>\r\n\r\n<b>Verdict: </b><b>Incorrect</b>\r\n\r\n<span style=\"font-weight: 400;\">Statistics for the number of employees in South Africa’s government can be found in the </span><a href=\"https://www.gov.za/about-government/contact-directory/soe/soe/commission-employment-equity\"><span style=\"font-weight: 400;\">Commission for Employment Equity</span></a><span style=\"font-weight: 400;\">’s 2021/22 </span><a href=\"https://www.abp.org.za/wp-content/uploads/2022/06/CEE-22nd-Annual-Report-2021-2022.pdf#page=117\"><span style=\"font-weight: 400;\">annual report</span></a><span style=\"font-weight: 400;\">. </span><a href=\"https://www.abp.org.za/wp-content/uploads/2022/06/CEE-22nd-Annual-Report-2021-2022.pdf#page=117\"><span style=\"font-weight: 400;\">According</span></a><span style=\"font-weight: 400;\"> to the report, employees in local, provincial and national government add up to a total of </span><a href=\"https://www.abp.org.za/wp-content/uploads/2022/06/CEE-22nd-Annual-Report-2021-2022.pdf#page=117\"><span style=\"font-weight: 400;\">1,162,199</span></a><span style=\"font-weight: 400;\"> people. Of these, 3,420 are foreign nationals. </span>\r\n\r\n<span style=\"font-weight: 400;\">We asked government spokesperson Phumla Williams about the numbers. She said that according to the </span><a href=\"https://www.dpsa.gov.za/\"><span style=\"font-weight: 400;\">Department of Public Service and Administration</span></a><span style=\"font-weight: 400;\">, the total number of foreign nationals in public service at provincial and national government was 1,901. </span>\r\n\r\n<span style=\"font-weight: 400;\">Taking the larger number of 3,420 across all levels of government, the viral claim overestimates the number by around two thirds.</span>\r\n\r\n<img loading=\"lazy\" class=\"aligncenter size-full wp-image-1429379\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/10/africacheck-foreigners-work.jpg\" alt=\"\" width=\"720\" height=\"461\" />\r\n<h4><b>Foreign migrants in South Africa — narratives versus numbers</b></h4>\r\n<span style=\"font-weight: 400;\">The </span><a href=\"http://www.migration.org.za/\"><span style=\"font-weight: 400;\">African Centre for Migration & Society</span></a><span style=\"font-weight: 400;\"> (ACMS) at the University of the Witwatersrand conducts research into all forms of migration within and outside South Africa. According to their </span><a href=\"http://www.migration.org.za/wp-content/uploads/2020/05/Fact-Sheet-On-Foreign-Workers-In-South-Africa-Overview-Based-On-Statistics-South-Africa-Data-2012-2017.pdf\"><span style=\"font-weight: 400;\">analysis</span></a><span style=\"font-weight: 400;\"> of data from 2012 to 2017, foreign nationals are less likely to be unemployed than South Africans, which is an unusual situation compared to other countries. </span>\r\n\r\n<span style=\"font-weight: 400;\">But, as </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> has </span><a href=\"https://africacheck.org/fact-checks/blog/analysis-are-foreigners-stealing-jobs-south-africa-0\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> before, much of this employment is precarious. Foreign nationals are more likely to be employed in the informal sector, meaning they are not protected by labour laws and have few rights as workers.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, there is a persistent </span><a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S2410-79722022000100005\"><span style=\"font-weight: 400;\">belief</span></a><span style=\"font-weight: 400;\"> that foreign nationals are coming into the country in droves and getting employment over South Africans. The narrative of immigrants “stealing our jobs” has been </span><a href=\"https://africacheck.org/fact-checks/blog/analysis-are-foreigners-stealing-jobs-south-africa\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> on extensively by </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> and </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf\"><span style=\"font-weight: 400;\">others</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Contrary to this belief, a September 2022 </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf\"><span style=\"font-weight: 400;\">report</span></a><span style=\"font-weight: 400;\"> by the </span><a href=\"https://issafrica.org/\"><span style=\"font-weight: 400;\">Institute for Security Studies</span></a><span style=\"font-weight: 400;\"> (ISS) said that rather than taking jobs, foreign nationals are more likely to </span><i><span style=\"font-weight: 400;\">create</span></i><span style=\"font-weight: 400;\"> jobs for South Africans. </span>\r\n\r\n<a href=\"http://www.migration.org.za/zaheera-jinnah/\"><span style=\"font-weight: 400;\">Dr Zaheera Jinnah</span></a><span style=\"font-weight: 400;\">, research associate with the ACMS, told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> it was true that migrants tended to be “disproportionately represented in certain sectors and certain neighbourhoods”.
