"contents": "<span style=\"font-weight: 400;\">It’s a story that has played out across the world time and again. Mineral resources are discovered and a nation thinks it has struck it rich.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hopes rise among the population for better schools, roads and healthcare. But the wealth the resources create never reaches ordinary citizens. Instead, it’s captured by elites who funnel it into offshore bank accounts or squander it on lavish lifestyles.</span>\r\n\r\n<span style=\"font-weight: 400;\">Zambia has a chance to break this destructive pattern.</span>\r\n\r\n<a href=\"https://www.iea.org/reports/the-role-of-critical-minerals-in-clean-energy-transitions\"><span style=\"font-weight: 400;\">Demand</span></a><span style=\"font-weight: 400;\"> is soaring for the raw materials the world needs to secure a clean energy future, and Zambia has </span><a href=\"https://www.trade.gov/country-commercial-guides/zambia-mining-and-minerals-0\"><span style=\"font-weight: 400;\">abundant</span></a><span style=\"font-weight: 400;\"> reserves of two key ones: the cobalt and copper used in wind- and solar-powered technology and electric vehicle (EV) production. </span>\r\n\r\n<span style=\"font-weight: 400;\">Now the world is rushing to extract them.</span>\r\n\r\n<span style=\"font-weight: 400;\">On 18 January 2023, the US State Department published a </span><a href=\"https://www.state.gov/the-united-states-releases-signed-memorandum-of-understanding-with-the-democratic-republic-of-congo-and-zambia-to-strengthen-electric-vehicle-battery-value-chain/\"><span style=\"font-weight: 400;\">memorandum of understanding</span></a><span style=\"font-weight: 400;\"> (MoU) with Zambia and the Democratic Republic of Congo (DRC) to develop an EV battery supply chain. Copper and cobalt would not just be extracted in these countries, the MoU said, but EV batteries themselves would be processed, manufactured and assembled in them.</span>\r\n\r\n<span style=\"font-weight: 400;\">This followed an </span><a href=\"https://www.reuters.com/world/africa/billionaire-backed-kobold-metals-invest-zambia-copper-mine-2022-12-14/\"><span style=\"font-weight: 400;\">announcement</span> </a><span style=\"font-weight: 400;\">in December by Zambian President Hakainde Hichilema, who said that the California-based KoBold Metals, which is backed by Bill Gates and Jeff Bezos, and uses artificial intelligence to identify battery-metal deposits, was investing in developing a new mine in Zambia.</span>\r\n<h4>Flawed consultations</h4>\r\n<span style=\"font-weight: 400;\">This coveting of our natural resources is nothing new: Zambia has been a</span><a href=\"https://www.bgs.ac.uk/news/zambia-the-copper-mining-powerhouse-looking-towards-a-safer-low-carbon-future/\"><span style=\"font-weight: 400;\"> major copper producer</span></a> <span style=\"font-weight: 400;\">for more than a century. </span>\r\n\r\n<span style=\"font-weight: 400;\">But with copper demand expected to increase by </span><a href=\"https://theconversation.com/climate-change-action-could-set-off-a-copper-mining-boom-how-zambia-can-make-the-most-of-it-195764?utm_medium=email&utm_campaign=Latest%20from%20The%20Conversation%20for%20January%208%202023%20-%202511025191&utm_content=Latest%20from%20The%20Conversation%20for%20January%208%202023%20-%202511025191+CID_6da6d288b40e3cab5b4b8f5b31a5420b&utm_source=campaign_monitor_africa&utm_term=Climate%20change%20action%20could%20set%20off%20a%20copper%20mining%20boom%20how%20Zambia%20can%20make%20the%20most%20of%20it\"><span style=\"font-weight: 400;\">up to threefold </span></a><span style=\"font-weight: 400;\">by 2040, and a copper boom looming, we cannot repeat historic mistakes. In the past when copper prices rose, poverty and inequality in our country did not decline, and Zambia remains a deeply </span><a href=\"https://www.oxfam.org/en/what-we-do/countries/zambia\"><span style=\"font-weight: 400;\">unequal</span></a> <span style=\"font-weight: 400;\">nation.</span>\r\n\r\n<span style=\"font-weight: 400;\">For our copper and cobalt to drive development and benefit all Zambians, significant legal and policy reforms are needed.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2022 Mineral Resources Development Policy and its Implementation Plan, which the Zambian government approved in November 2022, offered a crucial chance to do so. It</span><a href=\"https://www.zambiamonitor.com/a-glance-into-the-2022-national-mineral-resources-development-policy-by-sydney-mwamba-acting-policy-monitoring-and-research-cantre-executive-director/\"> <span style=\"font-weight: 400;\">sets out</span></a><span style=\"font-weight: 400;\"> the government’s vision for maximising the benefits from Zambia’s mineral resources.</span>\r\n\r\n<span style=\"font-weight: 400;\">For these benefits to be realised, the public, in particular the communities living close to extraction sites and who are directly affected by mining, must be properly consulted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unfortunately, public consultations on the new policy were carried out hurriedly and with serious shortcomings – meaning they won’t address the mining industry’s most pressing issues, or fulfil citizens’ expectations. </span>\r\n\r\n<span style=\"font-weight: 400;\">In my role as country coordinator for Publish What You Pay (PWYP) Zambia, a coalition of more than 50 civil society organisations from all the country’s 10 regions advocating for transparency and accountability of the extractive sector, I have spoken extensively to people in mining communities about their hopes for how Zambia’s mineral resources can improve their lives. From these meetings, we believe there are a number of specific measures that could make this happen. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-11-13-the-new-scramble-for-africa-turning-the-energy-crisis-into-opportunity/\"><i><span style=\"font-weight: 400;\">The new scramble for Africa: turning the energy crisis into opportunity</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">First, we need to make sure that any decision to extract minerals is based on a comprehensive assessment of the true costs and benefits. For this, we need to look at the consequences for people, land, forests and water.</span>\r\n\r\n<span style=\"font-weight: 400;\">How is mining going to impact our population’s health and safety, but also their intangible and irreplaceable natural heritage? Mining is deeply interconnected with other sectors and we need an institutional framework that promotes an extraction that is primarily respectful of our livelihoods and environment. </span>\r\n\r\n<span style=\"font-weight: 400;\">This won’t happen without meaningful and inclusive consultation and the participation of all communities affected by mining.</span>\r\n\r\n<span style=\"font-weight: 400;\">Second, Zambia’s mining laws need a subnational revenue-sharing mechanism. In simple terms, this means that mining companies would have to make payments to provincial authorities, as they already do in our neighbour, the DRC.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">This, in turn, would allow communities who are affected by mining to receive a dedicated share of Zambia’s mining profits, ensure that they are compensated for the disruption that mining in their areas can bring, and target funds towards their specific needs.</span>\r\n\r\n<span style=\"font-weight: 400;\">Finally, since women bear the brunt of mining’s deleterious effects, we need to set aside specific funds to support them. Gender inequality is more pronounced in countries which significantly rely on the extractive sector, as women are </span><a href=\"https://www.pwyp.org/pwyp-resources/increasing-womens-voice-and-participation-in-extractive-governance/\"><span style=\"font-weight: 400;\">most often disadvantaged</span></a><span style=\"font-weight: 400;\"> by mining’s effects on land use, pollution, care work, and sexual exploitation. </span>\r\n\r\n<span style=\"font-weight: 400;\">And it is not just women who our mining policy must support. It must also tackle the problem of child labour in the sector, and allow children to enjoy their childhoods.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2022 mining policy is silent on protecting children, yet child abuse is rampant in the mining sector. </span>\r\n<h4>A just transition for Africa</h4>\r\n<span style=\"font-weight: 400;\">These specific measures are among those which can help ensure that the world’s green energy revolution drives Zambia’s development. And this applies to all mineral-rich countries. </span>\r\n\r\n<span style=\"font-weight: 400;\">Africa possesses</span><a href=\"https://www.miningweekly.com/article/opinion-african-minerals-are-critical-for-the-green-energy-transition-2022-11-15\"><span style=\"font-weight: 400;\"> 30%</span></a><span style=\"font-weight: 400;\"> of the world’s mineral reserves, many of them essential for a low-carbon world. The continent is notably home to </span><a href=\"https://resourcegovernance.org/analysis-tools/publications/triple-win-how-mining-can-benefit-africa-citizens-their-environment-energy-transition\"><span style=\"font-weight: 400;\">19%</span></a> <span style=\"font-weight: 400;\">of the global reserves of metals required to make a standard battery-powered EV.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-05-16-zambia-leaves-south-africa-choking-in-its-dust-at-the-2022-mining-indaba/\"><i><span style=\"font-weight: 400;\">Zambia leaves South Africa choking in its dust at the 2022 Mining Indaba</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">The DRC, Madagascar, South Africa, Zimbabwe and Mali, among other African nations, will all have a vital role in supplying the raw materials needed to meet the growing demand for clean-energy technologies.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://www.pwyp.org/pwyp-news/transition-minerals-open-statement-for-cop27/\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\"> just before the recent COP27 UN climate summit, 250 civil society organisations highlighted the key measures that our leaders must implement if we want the energy transition to be fair and just for our populations. The principles of community participation, good governance, accountability and transparency which underlie them must be applied across the whole continent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Through a shared vision for harnessing Africa’s natural wealth, we can tackle poverty, inequality and gender disparities, fund education and healthcare, and end the </span><a href=\"https://resourcegovernance.org/sites/default/files/nrgi_Resource-Curse.pdf\"><span style=\"font-weight: 400;\">resource curse </span></a><span style=\"font-weight: 400;\">that has plagued so much of our continent for so long.</span>\r\n\r\n<span style=\"font-weight: 400;\">Next week in Cape Town, two conferences are happening where delegates can help shape a common vision for transition mineral mining in Africa: the industry-led </span><a href=\"https://miningindaba.com/Home\"><span style=\"font-weight: 400;\">African Mining Indaba</span></a><span style=\"font-weight: 400;\">, and the </span><a href=\"https://altminingindaba.co.za/\"><span style=\"font-weight: 400;\">Alternative Mining Indaba (AMI</span></a><span style=\"font-weight: 400;\">),</span><span style=\"font-weight: 400;\"> started 13</span> <span style=\"font-weight: 400;\">years ago because of civil society’s historic exclusion from the former.</span>\r\n\r\n<span style=\"font-weight: 400;\">To succeed, people – in particular communities affected by mining – must be at the heart of this vision, and given a voice in the decisions that affect them. </span><b>DM</b>",
