"contents": "<span style=\"font-weight: 400;\">In the mid-1990s, Dawood Ibrahim of India was under investigation for mass Mandrax smuggling as he moved around the African continent, including through South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">A Government Gazette showed that Ibrahim, who heads a notorious syndicate called D-Company, was using various aliases,</span><a href=\"http://www.saflii.org/za/gaz/ZAGovGaz/2010/230.pdf\"> <span style=\"font-weight: 400;\">14 different passports and was associated with al-Qaeda</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sources in cop circles have for years suspected Ibrahim has had the protection of state elements in South Africa, in apartheid times and in the democracy era – as well as help in other countries.</span>\r\n\r\n<span style=\"font-weight: 400;\">India’s National Investigation Agency currently lists him as a most wanted “</span><a href=\"https://www.nia.gov.in/wanted-details.htm?912\"><span style=\"font-weight: 400;\">absconder</span></a><span style=\"font-weight: 400;\">”.</span>\r\n<h4><b>Terrorism and Taliban protection</b></h4>\r\n<span style=\"font-weight: 400;\">A previous Indian government notice said Ibrahim ran “an</span><a href=\"https://www.mha.gov.in/sites/default/files/Individual_Terrorists/SL%20NO%2001%20TO%2004_MAULANA%20MASOOD%20AZHAR%20TO%20DAWOOD%20IBRAHIM.pdf\"> <span style=\"font-weight: 400;\">international underworld crime syndicate and is involved in perpetrating acts of terror</span></a><span style=\"font-weight: 400;\">, promoting religious fundamentalism, terror financing, arms smuggling, circulation of counterfeit currency, money laundering, narcotics, [and] extortion.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2003, the US labelled him “</span><a href=\"https://home.treasury.gov/news/press-releases/js909\"><span style=\"font-weight: 400;\">a Specially Designated Global Terrorist</span></a><span style=\"font-weight: 400;\">”. It also released a fact sheet on Ibrahim, saying he was the son of a police constable and became</span><a href=\"https://home.treasury.gov/system/files/136/archive-documents/fact_sheet.pdf\"> <span style=\"font-weight: 400;\">one of India’s most “pre-eminent criminals”</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In the late 1990s, Ibrahim traveled in Afghanistan under the protection of the Taliban,” the fact sheet said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“He is currently wanted by India for the March 12 1993 Bombay Exchange bombings, which killed hundreds of Indians and injured over a thousand more.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2003, the year the US designated him a global terrorist, the </span><i><span style=\"font-weight: 400;\">Times of India</span></i><span style=\"font-weight: 400;\"> reported that Ibrahim was expected</span><a href=\"https://timesofindia.indiatimes.com/delhi-times/Howzzat-Dawood-will-watch-the-big-match/articleshow/38804910.cms\"> <span style=\"font-weight: 400;\">at a cricket match in Centurion</span></a><span style=\"font-weight: 400;\"> in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Questions were asked about whether he had been present in the stadium with</span><a href=\"https://www.dailymaverick.co.za/article/2023-01-18-from-south-africa-to-sinaloa-jackie-selebi-and-the-parallel-us-drug-trial-of-mexicos-ex-cop-boss/\"> <span style=\"font-weight: 400;\">Jackie Selebi</span></a><span style=\"font-weight: 400;\">, South Africa’s national police commissioner at the time, who went on to become president of the international police organisation Interpol.</span>\r\n\r\n<span style=\"font-weight: 400;\">Selebi was subsequently</span><a href=\"https://www.nytimes.com/2015/01/24/world/africa/jackie-selebi-south-african-police-head-convicted-in-corruption-case-dies-at-64.html\"> <span style=\"font-weight: 400;\">convicted of corruption</span></a><span style=\"font-weight: 400;\"> in another case.</span>\r\n<h4><b>‘Gold Mafia’ allegations</b></h4>\r\n<span style=\"font-weight: 400;\">Now, fresh allegations have been made about Ibrahim’s presence in South Africa, placing him in the same circles as the Guptas and former president Jacob Zuma.</span>\r\n\r\n<span style=\"font-weight: 400;\">The allegations were in news television channel </span><a href=\"https://www.ajiunit.com/investigation/gold-mafia-smuggle-zimbabwe-rudland-macmillan-pattni/\"><i><span style=\"font-weight: 400;\">Al Jazeera’</span></i><span style=\"font-weight: 400;\">s investigative unit four-part series </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The investigation delves into gold smuggling and money laundering gangs operating in southern Africa and includes evidence in the form of documents, whistle-blower accounts and secretly filmed footage.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the series, Mohamed Khan, a South African, is alleged to be a top-tier money launderer, also known as “Mo Dollars”, who knew Zuma so well that the former head of state had been to his home.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a grip on South Africa</span></a>\r\n\r\n<span style=\"font-weight: 400;\">An </span><i><span style=\"font-weight: 400;\">AmaBhungane</span></i><span style=\"font-weight: 400;\"> report from October last year showed</span><a href=\"https://amabhungane.org/stories/the-laundry-how-shape-shifting-money-launderers-infiltrated-sa-banks-part-one/\"> <span style=\"font-weight: 400;\">Khan was on the South African Revenue Service’s radar</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i><span style=\"font-weight: 400;\">, it was also alleged that Khan managed companies and laundered money on behalf of members of the Gupta family, who are at the centre of State Capture claims.</span>\r\n<h4><b>Hotels in Sandton and Dubai</b></h4>\r\n<span style=\"font-weight: 400;\">In Episode 4, released last week, Khan’s brother Dawood, who has gone into hiding, was filmed saying he started working with Khan in 2011.</span>\r\n\r\nhttps://youtu.be/evWEuVR1XIs\r\n\r\n<span style=\"font-weight: 400;\">He alleged a meeting was held at the Michelangelo Hotel in Sandton around that time.</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from Khan and a man named Suhail Jiwani (an alleged money launderer who died in 2020), a third individual had arrived at the hotel with bodyguards.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dawood said he later realised this was Ibrahim.</span>\r\n\r\n<span style=\"font-weight: 400;\">A few months later, he allegedly again saw Ibrahim, who was trying to stay out of public view, at a Dubai hotel that had strict security measures, including cameras.</span>\r\n<h4><b>State Capture circles</b></h4>\r\n<span style=\"font-weight: 400;\">Dubai has recently been in the news because Atul and Rajesh Gupta, wanted in connection with South African State Capture crimes, were</span><a href=\"https://www.dailymaverick.co.za/article/2023-04-07-the-guptas-are-gone-no-one-is-to-blame-everyone-did-their-best-the-end/\"><span style=\"font-weight: 400;\"> quietly </span><span style=\"font-weight: 400;\">freed from custody by emirati officials in February. </span></a><span style=\"font-weight: 400;\">South Africa had been pushing for their extradition.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, according to </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i><span style=\"font-weight: 400;\">, Khan has labelled all allegations against him as false.</span>\r\n\r\n<span style=\"font-weight: 400;\">If the allegations turn out to be true, it would mean Khan connects the Guptas, Zuma and Ibrahim.</span>\r\n\r\n<b>Read more in Daily Capture is in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">This week, Daily Maverick contacted the Michelangelo Hotel and asked if Ibrahim had visited there and if law enforcement authorities had ever approached members of staff about it.</span>\r\n\r\n<span style=\"font-weight: 400;\">A hotel representative responded: “We can unfortunately not assist with your email [query].”</span>\r\n\r\n<span style=\"font-weight: 400;\">The South African Police Service was not able to respond to a </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> query about Ibrahim by the time of publication.</span>\r\n<h4><b>D-Company in South Africa</b></h4>\r\n<span style=\"font-weight: 400;\">In this journalist’s book</span><a href=\"https://www.dailymaverick.co.za/clash-of-the-cartels/\"> <i><span style=\"font-weight: 400;\">Clash of the Cartels – Unmasking the global drug kingpins stalking South Africa</span></i></a><span style=\"font-weight: 400;\">, a chapter focuses on Ibrahim and D-Company.</span>\r\n\r\n<span style=\"font-weight: 400;\">It points out that while evidence shows D-Company is active in South Africa, authorities here do not say anything about it publicly.</span>\r\n\r\n<span style=\"font-weight: 400;\">In August 2016, India’s National Investigation Agency filed a charge sheet against</span><a href=\"https://amabhungane.org/stories/global-terrorist-dawood-ibrahims-lasting-grip-on-sa/\"> <span style=\"font-weight: 400;\">Saeedmiya (also spelled Zahidmiya) Saikh, who was traced to Gqeberha</span></a><span style=\"font-weight: 400;\"> and who is suspected of being involved in a double murder in his home country – and of working for D-Company.</span>\r\n\r\n<span style=\"font-weight: 400;\">The charge sheet also said that “three Indian persons presently residing in South Africa” were suspected associates of Saikh’s.</span>\r\n\r\n<span style=\"font-weight: 400;\">It alleged terror attacks to be carried out in India were being plotted in South Africa and a target was possibly Indian prime minister Narendra Modi.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019, it emerged that</span><a href=\"https://amabhungane.org/stories/global-terrorist-dawood-ibrahims-lasting-grip-on-sa/\"> <span style=\"font-weight: 400;\">the Hawks were aware of the Saikh matter</span></a><span style=\"font-weight: 400;\"> but said Indian authorities needed to work through official channels for this country to take action.</span>\r\n<h4><b>Mandrax kingpin in US court</b></h4>\r\n<span style=\"font-weight: 400;\">Another individual indirectly connects Ibrahim to South Africa, </span><span style=\"font-weight: 400;\">Mandrax kingpin Vijaygiri “Vicky” Goswami.</span>\r\n\r\n<span style=\"font-weight: 400;\">Like Ibrahim, Goswami is from India.</span>\r\n\r\n<span style=\"font-weight: 400;\">Goswami was previously</span><a href=\"https://www.ajiunit.com/investigation/gold-mafia-smuggle-zimbabwe-rudland-macmillan-pattni/\"> <span style=\"font-weight: 400;\">based in South Africa</span></a><span style=\"font-weight: 400;\"> and once</span><a href=\"https://www.pressreader.com/south-africa/sunday-times-1107/20141123/281724087858019\"> <span style=\"font-weight: 400;\">reportedly</span></a><span style=\"font-weight: 400;\"> said he knew ANC politicians and gave money to fight apartheid. He was once </span><a href=\"https://www.pressreader.com/south-africa/sunday-times-1107/20141123/281732677792611\"><span style=\"font-weight: 400;\">photographed alongside Nelson Mandela</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-04-20-blood-diamonds-billions-art-and-south-africa-inside-a-hezbollah-money-laundering-gang/\"><span style=\"font-weight: 400;\">Blood diamonds, billions, art and South Africa — inside a Hezbollah money laundering gang</span></a>\r\n\r\n<span style=\"font-weight: 400;\">He was</span><a href=\"https://www.dailymaverick.co.za/article/2021-09-04-can-south-africa-close-the-net-on-lethal-narcotics-trade-linked-to-web-of-global-crime/\"> <span style=\"font-weight: 400;\">extradited from Kenya to the US</span></a><span style=\"font-weight: 400;\"> in 2017 in a drugs case and is believed to have turned state witness.</span>\r\n\r\n<span style=\"font-weight: 400;\">In court in the US Goswami was asked about his connections to certain South African politicians, including “Mbeki” – presumably former president Thabo Mbeki.</span>\r\n\r\n<span style=\"font-weight: 400;\">He testified that he and associates had tried to dominate South Africa’s drug trade, even masterminding the murder here of someone identified only as “Pinky”.</span>\r\n\r\n<span style=\"font-weight: 400;\">During a court appearance in the US in 2019, Goswami was asked if he had agreed with India’s foreign intelligence service to have Ibrahim assassinated.</span>\r\n\r\n<span style=\"font-weight: 400;\">He was not made to reply but later said the Indian government asked him to help it fight terrorism.</span>\r\n\r\n<span style=\"font-weight: 400;\">Goswami, responding to questions about Ibrahim being his main drug rival, said this was incorrect.</span>\r\n<h4><b>The Sultan</b></h4>\r\n<span style=\"font-weight: 400;\">Other claims link Goswami to the Guptas.</span>\r\n\r\n<span style=\"font-weight: 400;\">In April 2019,</span><a href=\"https://www.vryeweekblad.com/nuus-en-politiek/2019-04-26-gupta-broers-betrek-by-geldwassery-vir-internasionale-dwelmbase/\"> <i><span style=\"font-weight: 400;\">Vrye Weekblad</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> that Goswami alleged, in sealed grand jury testimony in the US, that the Gupta family was involved in money laundering on behalf of</span><a href=\"https://www.justice.gov/usao-sdny/pr/acting-manhattan-us-attorney-announces-provisional-arrest-london-pakistani-national\"> <span style=\"font-weight: 400;\">Muhammad Asif Hafeez</span></a><span style=\"font-weight: 400;\"> of Pakistan.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hafeez is detained in the UK and faces possible extradition to the US, where authorities have alleged that he is a drug trafficker known by the name “Sultan”.</span>\r\n\r\n<span style=\"font-weight: 400;\">He is wanted in the US in a case Goswami is linked to.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Hafeez case loops back to Ibrahim.</span>\r\n\r\n<span style=\"font-weight: 400;\">Media reports recently surfaced saying the US was</span><a href=\"https://en.dailypakistan.com.pk/24-Mar-2023/who-is-asif-hafeez-america-s-most-wanted-pakistani-man\"> <span style=\"font-weight: 400;\">targeting Hafeez to get to Ibrahim</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> unsuccessfully tried to get comment on allegations about Hafeez and South Africa from a lawyer who was representing him. </span><b>DM168</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Caryn Dolley has spent years tracing the footprints of crime/drug kingpins from across the world.
