"contents": "<span style=\"font-weight: 400;\">As the City of Johannesburg tries to cope with rapid urbanisation and development, one of the biggest threats this poses to the city’s environment is waste, Councillor Michael Sun, MMC for Environment and Infrastructure Services, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Annually, the city generates about </span><a href=\"https://www.joburg.org.za/services_/Pages/City%20Services/Waste%20Management/Waste-Management.aspx\"><span style=\"font-weight: 400;\">1.4 million tonnes of domestic waste</span></a><span style=\"font-weight: 400;\"> alone. Pikitup, the city’s waste collection and disposal service, collects about 6,000 tonnes of waste a day from formal and informal areas, as well as businesses. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I think one of the biggest threats must be the waste… created within the city of Johannesburg. That’s one thing that we have not given a lot of focus. That is not to say that we haven’t been working on that,” Sun said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Sun said the city was experiencing rapid urbanisation with about 3,000 to 5,000 new residents every month. Johannesburg has a population of about six million. As this number expands, so does waste generation while waste management capacity and space to dispose of the waste shrinks.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lorren de Kock, project manager of Circular Plastics Economy with WWF South Africa, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that increased urbanisation, a growing trend in South Africa, was a contributing factor to increased waste. </span>\r\n\r\n<span style=\"font-weight: 400;\">“[Increased urbanisation] results in increased consumption of products which, in turn, generates more waste. This is particularly because most consumables are currently designed on a linear model (the “take, make, waste” model) and not with circularity in mind,” De Kock said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Increased volumes of waste are more difficult to manage and contain which leads to increased leakage into the environment (the Hennops River and other urban rivers being a case in point),” she said. </span>\r\n<h4><strong>Illegal dumping</strong></h4>\r\n<span style=\"font-weight: 400;\">Illegal dumping is a headache for the city as informal dwellers without formalised waste management services use open spaces to dispose of garbage; </span><a href=\"http://www.pikitup.co.za/wp-content/uploads/2020/11/2020-21-Pikitup-SOC-Ltd-Business-Plan-FINAL.pdf\"><span style=\"font-weight: 400;\">almost 70%</span></a><span style=\"font-weight: 400;\"> (164) of informal settlements receive waste management services. Illegal dumps are often full of construction rubble and materials. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The refuse that is being generated far exceeds one single household, and all the waste is being currently taken straight from wherever they are to a landfill site. And this is excluding the illegal dumps being created. If you drive across Joburg, you see illegal dumping everywhere. So it’s really a hazard and a danger for our environment,” Sun said.</span>\r\n\r\n<span style=\"font-weight: 400;\">The councillor has encouraged residents to separate their waste and recycle to assist the city’s waste management efforts and reduce the amount of waste heading to landfill sites. He said the city was procuring a new landfill site as the current ones were rapidly reaching capacity. </span>\r\n\r\nAs the city searches for alternatives to the expanding landfill sites, some development is in the pipeline. Sun said Johannesburg was making the best out of the situation through <a href=\"https://www.dailymaverick.co.za/article/2022-07-03-joburg-council-pumps-money-into-fixing-power-infrastructure-and-finding-ipps/\">biogas generation</a> (which provides about 3% of Johannesburg’s energy). De Kock said that while producing energy from landfills could assist with the municipality’s energy demand, methane was a greenhouse gas that needed to be managed carefully. <a href=\"https://www.unep.org/news-and-stories/story/methane-emissions-are-driving-climate-change-heres-how-reduce-them#:~:text=Methane%20is%20the%20primary%20contributor,at%20warming%20than%20carbon%20dioxide.\">Methane is 80% more potent</a> in contributing to global heating than Co<sub>2</sub> emissions over 20 years.\r\n<h4><strong>Recycling</strong></h4>\r\n<span style=\"font-weight: 400;\">Recycling has also helped the city tackle its waste problem. Pikitup’s </span><a href=\"http://www.pikitup.co.za/seperationsource/\"><span style=\"font-weight: 400;\">Seperation@Source</span></a><span style=\"font-weight: 400;\"> programme kicked off in 2009 and is designed to encourage Joburg residents to separate recyclables and paper materials from general waste.</span>\r\n\r\n<span style=\"font-weight: 400;\">Pikitup is still </span><a href=\"https://www.joburg.org.za/documents_/Documents/TARIFFS/2021-22%20Tariffs/Waste.pdf\"><span style=\"font-weight: 400;\">seeking to charge R50 a month</span></a><span style=\"font-weight: 400;\"> to higher-income residents for this service. Currently, the programme has been </span><a href=\"https://www.joburg.org.za/documents_/Documents/Entities%20Business%20Plans/Annexure_B10_2021_22_Pikitup%20final%20Draft%20Business%20Plan-19%20March%202021.pdf\"><span style=\"font-weight: 400;\">implemented</span></a><span style=\"font-weight: 400;\"> in Norwood, Avalon and Midrand and has a goal of diverting 30% of recyclable waste from landfills.</span>\r\n\r\n<span style=\"font-weight: 400;\">As Pikitup broadens its services, this poses a threat to the about </span><a href=\"https://theconversation.com/johannesburg-is-threatening-to-sideline-informal-waste-pickers-why-its-a-bad-idea-159969\"><span style=\"font-weight: 400;\">8,000 informal waste pickers</span></a><span style=\"font-weight: 400;\"> in Johannesburg, who play an important role in ensuring the city and South Africa save their landfill space and boost the circular economy.</span>\r\n\r\n<span style=\"font-weight: 400;\">De Kock said as the city extends its budget to expand waste management services, it should also collaborate with producers within the </span><a href=\"https://www.dailymaverick.co.za/opinionista/2021-08-04-new-waste-regulations-a-welcome-step-towards-a-circular-economy-but-they-come-with-a-conundrum/\"><span style=\"font-weight: 400;\">Extended Producer Responsibility Regulations</span></a><span style=\"font-weight: 400;\"> to improve the Seperation@Source objectives. </span>\r\n\r\n<span style=\"font-weight: 400;\">“[Procuring a new landfill site] is not an ideal situation. We would preferably not want to put more rubbish into the ground.
