"contents": "<span style=\"font-weight: 400;\">If a nation’s future depends on how well it attends to its children, child interests must be at the centre of policy decisions. </span><span style=\"font-weight: 400;\">This is even more true for a country that faces a youth bulge – in 2019 Stats SA reported that about 37% of the South African population is 19 years and younger.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unfortunately, South Africa has lagged behind in protecting children from corporations like the tobacco and nicotine industries, which continue to aggressively promote harmful products to this sub-population. </span><span style=\"font-weight: 400;\">A tobacco industry CEO has confessed that “if cigarette companies are really not going to market to children, we will all be out of business in 25 years”. The </span><span style=\"font-weight: 400;\">government has an obligation to protect children, their health, wellbeing and freedom from nicotine addiction.</span>\r\n\r\n<span style=\"font-weight: 400;\">Until Finance Minister Enoch Godongwana’s proposal to tax e-cigarettes, announced last month, e-cigarettes were unregulated for more than a decade. The e-cigarette industry, which includes major tobacco players such as British American Tobacco, Philip Morris International and Japan Tobacco International, had a free rein. The announcement will see South Africa join more than </span><a href=\"https://globaltobaccocontrol.org/en/policy-scan/e-cigarettes/tax\"><span style=\"font-weight: 400;\">30 countries</span></a><span style=\"font-weight: 400;\"> that tax e-cigarettes, and this timely intervention will greatly benefit young people.</span>\r\n\r\n<span style=\"font-weight: 400;\">E-cigarettes are harmful. T</span><span style=\"font-weight: 400;\">he long-term effects of use are still unknown, but it is clear that young people and children should not use them. </span><span style=\"font-weight: 400;\">A</span><span style=\"font-weight: 400;\"> key concern is whether e-cigarette use, especially among young people, will lead to regular cigarette smoking later on.</span>\r\n\r\n<span style=\"font-weight: 400;\">Young e-cigarette users are likely to progress to smoking tobacco: a study published in the </span><a href=\"https://bmjopen.bmj.com/content/11/3/e045603\"><i><span style=\"font-weight: 400;\">British Medical Journa</span></i><span style=\"font-weight: 400;\">l</span></a><span style=\"font-weight: 400;\"> found that e-cigarette users are at least three times more likely to become tobacco users. In light of this, global trends which show a </span><a href=\"https://www.canada.ca/en/health-canada/services/canadian-student-tobacco-alcohol-drugs-survey/2018-2019-detailed-tables.html#t5\"><span style=\"font-weight: 400;\">high</span></a><span style=\"font-weight: 400;\"> uptake and growing popularity of e-cigarettes among young people are disturbing.</span>\r\n\r\n<span style=\"font-weight: 400;\">Addiction is usually established in young people, most smokers start smoking before the age of 18, and in South Africa this is as early as nine years old. What usually starts as experimentation largely leads to addiction and the risk of becoming a lifelong smoker. Neurobiologically, children are much more vulnerable than adults to nicotine addiction, and those who start using nicotine at a young age have greater nicotine dependence than those who start later.</span>\r\n\r\n<span style=\"font-weight: 400;\">Stopping tobacco and nicotine use in children before they start should therefore occupy a central part of any public health strategy. If child initiation is significantly reduced, the tobacco and nicotine business will not be sustainable, and it’s no secret that taxes contribute greatly to this objective.</span>\r\n\r\n<span style=\"font-weight: 400;\">Policy decisions must factor in the youth bulge. If initiation is not curbed, a bigger problem might be created, and a surge in nicotine and tobacco use could be seen. Policies that incorporate a child lens are a necessary long-term investment in the country’s sustainability. </span><span style=\"font-weight: 400;\">The Constitution and the United Nations Convention on the Rights of the Child both concur that in any matter concerning children, the best interests of the child must be a primary consideration.</span>\r\n\r\n<span style=\"font-weight: 400;\">Failure to regulate e-cigarettes neglects the obligation to protect children. It is also a failure to preserve their free choice and freedoms from nicotine addiction, which is as addictive as drugs such as cocaine and heroin. Although the free choice narrative is often intertwined with freedoms, privacy and other rights to argue against regulation, there is a blurred line between nicotine addiction and free choice.</span>\r\n\r\n<span style=\"font-weight: 400;\">The regulations via the proposed taxes and the Tobacco Control Bill do not prohibit e-cigarette use, and adult users can still access and use e-cigarettes.</span>\r\n\r\n<span style=\"font-weight: 400;\">The full benefits and health harms for adult smokers are still contested, although the ideal long-term plan should be to leave smokers both tobacco- and nicotine-free. E-cigarettes are not endorsed as cessation aids by the World Health Organization, and South African e-cigarette companies do not officially categorise them as stop-smoking aids; they are registered as consumer products.</span>\r\n\r\n<span style=\"font-weight: 400;\">If registered as stop-smoking aids or tobacco substitutes, the Medicines Control Council classifies nicotine e-cigarettes as schedule 3 products to be</span><a href=\"https://cansa.org.za/files/2014/06/Legal-Status-of-e-Cigarettes-in-South-Africa.pdf\"> <span style=\"font-weight: 400;\">sold only under a prescription</span></a><span style=\"font-weight: 400;\">. Dual use is an issue as well: according to a</span><a href=\"https://tobaccocontrol.bmj.com/content/early/2021/01/15/tobaccocontrol-2020-056102.abstract\"> <span style=\"font-weight: 400;\">South African study</span></a><span style=\"font-weight: 400;\"> more than 90% of e-cigarette users surveyed also smoked tobacco products, and dual use is more harmful than using only one of either product.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the face of competing interests from multiple groups, child interests must remain a key concern. Taxation is an important step, but other urgently required measures include regulation of child-friendly flavours, and restrictions on e-cigarette advertising, promotion and sponsorship. T</span><span style=\"font-weight: 400;\">hese are some of the measures included in the Control of Tobacco Products and Electronic Delivery Systems Bill, and will significantly contribute to reducing initiation, use among young people and addiction to e-cigarettes.</span>\r\n\r\n<span style=\"font-weight: 400;\">Doing nothing is not a choice in this case – the regulations strike a delicate balance, limiting youth initiation and still allowing adult access. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Dr Sharon Nyatsanza is Deputy Director of the National Council Against Smoking.</span></i>\r\n\r\n \r\n\r\n[hearken id=\"daily-maverick/9264\"]",

"description": "Enoch Godongwana, born on June 9, 1957, is a South African politician and former trade union leader. He currently serves as South Africa's Finance Minister since August 2021 and is a member of the African National Congress (ANC) National Executive Committee.\r\n\r\nHe was born in Cala in the former Cape Province, now part of the Eastern Cape. He matriculated at St John's College in Mthatha, holds an MSc degree in Financial Economics from the University of London.\r\n\r\nGodongwana's political career took off when he served as the general secretary of the National Union of Metalworkers from 1993 to 1997. Following this, he held the position of Member of the Executive Council for Finance in the Eastern Cape's Executive Council from 1997 to 2004. He was elected to the ANC National Executive Committee in December 1997 and also served as the Deputy Provincial Chairperson of the ANC's Eastern Cape branch from 2003 to 2006 under Chairperson Makhenkesi Stofile. However, his tenure on the Executive Council ended in September 2004 when Premier Nosimo Balindlela dismissed him amid controversy.\r\n\r\nGodongwana held deputy ministerial positions in President Jacob Zuma's first cabinet, initially as Deputy Minister of Public Enterprises from 2009 to 2010 and then as Deputy Minister of Economic Development from 2010 to 2012. In January 2012, he resigned due to a scandal involving his investment company, Canyon Springs. Despite this, he maintained prominence as the long-serving chairperson of the ANC National Executive Committee's economic transformation subcommittee and as the chairperson of the Development Bank of Southern Africa from 2019 to 2021.\r\n\r\nOn August 5, 2021, President Cyril Ramaphosa announced a cabinet reshuffle, appointing Godongwana as the new Minister of Finance, succeeding Tito Mboweni, who had requested to step down. This announcement initially caused the rand to lose value, but it quickly recovered, reflecting Godongwana's positive reputation with investors. Observers also noted that Godongwana's strong political relationships within the Tripartite Alliance likely gave him more political influence than Mboweni. He initially served in the cabinet from outside Parliament until February 28, 2023, when he was officially sworn in as a member of the National Assembly, replacing Mike Basopu.",
