"contents": "<span style=\"font-weight: 400;\">There have been several multimillion-rand confiscations of Mandrax — with some consignments found hidden in trucks — in the Western Cape this year.</span>\r\n\r\n<span style=\"font-weight: 400;\">The cases help identify which gangs are operational in this narco-trafficking arena.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has established, based on information from sources with an understanding of South Africa’s drug smuggling networks, as well as arrests and court cases, that three of the key gangs involved in Mandrax smuggling are the 28s, the Mobsters and the Terrible Josters.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-03-18-sas-drug-dons-where-are-they-now-plus-the-political-suspicions-surrounding-them/\"><span style=\"font-weight: 400;\">SA’s drug dons — where are they now plus the political suspicions surrounding them</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Earlier this year, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> published a series of articles on some of the biggest convicted or accused drug kingpins in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Part of that series delved into the deep roots of </span><a href=\"https://www.dailymaverick.co.za/article/2024-03-17-firm-grip-of-28s-colin-stanfield-and-fresh-suspicions-shaping-drug-scene/\"><span style=\"font-weight: 400;\">Mandrax trafficking</span></a><span style=\"font-weight: 400;\">, which politics has played a role in shaping and that led to the Western Cape.</span>\r\n\r\n<span style=\"font-weight: 400;\">Related drug crimes are still prevalent in the province, and police officers there have been arrested for colluding with criminals. </span>\r\n<h4><b>Drugs in trucks</b></h4>\r\n<span style=\"font-weight: 400;\">In a drug bust last month, a truck that was travelling on the N1 in the Western Cape town of Laingsburg was pulled over by the police.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The [SA Police Service] members ensued with a search of the driver and the truck, upon which they found 10 packets containing Mandrax concealed in a box and eight boxes containing compressed dagga,” said Western Cape police spokesperson Lieutenant Colonel Malcolm Pojie.</span>\r\n\r\n<span style=\"font-weight: 400;\">The truck driver was arrested in connection with the drugs, which the police said were worth about R3.54-million.</span>\r\n\r\n<span style=\"font-weight: 400;\">Laingsburg is along a route connecting Gauteng to the Western Cape.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\"><a href=\"https://twitter.com/hashtag/sapsWC?src=hash&ref_src=twsrc%5Etfw\">#sapsWC</a> The illicit drug trade in the Western Cape was dealt a heavy blow when police confiscated 36 550 mandrax tablets, 300 gram heroin and 532 gram tik in Thembalethu, George today. (@SAPoliceService) <a href=\"https://twitter.com/SAPoliceService/status/1759264732765122879?ref_src=twsrc%5Etfw\">February 18, 2024</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">Decades ago, trafficking networks also smuggled drugs from the former province to the latter. </span>\r\n\r\n<span style=\"font-weight: 400;\">In other recent drug busts, </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=52236\"><span style=\"font-weight: 400;\">R7-million worth of Mandrax</span></a><span style=\"font-weight: 400;\"> was found in sealed boxes in a delivery truck stopped along the N1 at Laingsburg at the end of March; while in April, Mandrax worth about R2-million was found in a vehicle heading from the Eastern Cape to Cape Town, that police stopped along the N2 near Sir Lowry’s Pass.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Hawks said that when the vehicle was searched, </span><a href=\"https://www.saps.gov.za/newsroom/selnewsdetails.php?nid=52695\"><span style=\"font-weight: 400;\">50 packets of Mandrax</span></a><span style=\"font-weight: 400;\"> were “found in a false compartment in the back”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The driver was arrested.</span>\r\n\r\n<span style=\"font-weight: 400;\">In November, a suspected trafficker was detained after police officers found 61,000 Mandrax tablets, worth about R2.7-million, “in a false compartment inside [a] truck”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The suspect had also been travelling from the Eastern Cape to Cape Town.</span>\r\n<h4><b>Ongoing problem</b></h4>\r\n<span style=\"font-weight: 400;\">In a case from about six years ago, two drivers were arrested in Cape Town after they were caught allegedly handling nearly R3.3-million worth of Mandrax that had been smuggled from Gauteng.</span>\r\n\r\n<span style=\"font-weight: 400;\">They were detained after boxes of the drug consignment were offloaded from a truck and placed into a private vehicle in the Cape Town suburb of Kraaifontein.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time, </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=14815\"><span style=\"font-weight: 400;\">the Hawks said</span></a><span style=\"font-weight: 400;\"> 73 packets, each containing 1,000 Mandrax tablets, were seized. </span>\r\n\r\n<span style=\"font-weight: 400;\">That 2018 case provides several clues about South Africa’s Mandrax trafficking networks.</span>\r\n<h4><b>Gangs</b></h4>\r\n<span style=\"font-weight: 400;\">Parts of Kraaifontein, where the bust occurred, are strongholds of the Mobsters gang, which has ties to the 28s gang.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported how the 28s are also linked to the gang conglomerate The Firm.</span>\r\n\r\n<span style=\"font-weight: 400;\">Colin Stanfield, of Cape Town, who has since died, was previously suspected of heading The Firm.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-03-17-firm-grip-of-28s-colin-stanfield-and-fresh-suspicions-shaping-drug-scene/\"><span style=\"font-weight: 400;\">‘The Firm’ grip of the 28s – from Colin Stanfield to fresh suspicions shaping SA’s drug scene</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In September, Stanfield’s nephew </span><a href=\"https://www.dailymaverick.co.za/article/2024-05-10-court-hears-alleged-28s-gang-boss-ralph-stanfields-jail-cell-raided-documents-seized/\"><span style=\"font-weight: 400;\">Ralph Stanfield was arrested</span></a><span style=\"font-weight: 400;\"> in a vehicle theft case in Cape Town. During the court proceedings it emerged that police believed he headed The Firm.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ralph Stanfield was not charged in connection with drug activities in that case.</span>\r\n\r\n<span style=\"font-weight: 400;\">As for his uncle, in the 1990s there were investigations into whether Colin Stanfield, along with associates, was selling Mandrax on behalf of a group of politically connected businessmen in Johannesburg.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-03-02-sas-narcos-capture-the-mandrax-trafficker-and-wanted-terrorist-matrix-haunting-the-anc-zuma-guptas/\"><span style=\"font-weight: 400;\">SA’s Narcos Capture – the Mandrax trafficker and ‘wanted terrorist’ matrix haunting the ANC, Zuma, Guptas</span></a>\r\n\r\n<span style=\"font-weight: 400;\">This suggests that the Mandrax trafficking conduit between Cape Town and Gauteng, which recent interceptions show is still in use, was in operation back then already.</span>\r\n\r\n<span style=\"font-weight: 400;\">Colin Stanfield and his South African associates were, in turn, believed to be linked to India’s Vicky Goswami, a convicted drug trafficker who once claimed to know ANC leaders.</span>\r\n\r\n<span style=\"font-weight: 400;\">This hints at how what is playing out locally is part of international organised crime.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another gang involved in South Africa’s Mandrax trade is the Terrible Josters.</span>\r\n<h4><b>Shootings</b></h4>\r\n<span style=\"font-weight: 400;\">In the Western Cape High Court, in a case involving allegations about the gang, </span><a href=\"https://www.saflii.org/za/cases/ZAWCHC/2019/38.html\"><span style=\"font-weight: 400;\">a witness testified</span></a><span style=\"font-weight: 400;\">, “The criminal activities of the Terrible Josters are mostly focused on the sale of illegal drugs, namely ‘tik’ [methamphetamine] and Mandrax in certain areas of the Western Cape.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Ernest Solomon, also known as Ernie Lastig, was suspected of being a Terrible Josters leader, and his name has been linked to criminal issues including the perlemoen trade, which is connected to drug dealing.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> understands that a 2017 case, involving two individuals being shot at on a road near a Cape Winelands town, may have been connected to fighting over drug smuggling between Terrible Josters and 28s gangsters.</span>\r\n\r\n<span style=\"font-weight: 400;\">Solomon himself </span><a href=\"https://www.dailymaverick.co.za/article/2020-11-20-another-killing-rocks-south-africas-ganglands-the-inevitable-end-of-ernie-lastig/\"><span style=\"font-weight: 400;\">was murdered</span></a><span style=\"font-weight: 400;\"> in a shooting in Boksburg, Gauteng, in November 2020.</span>\r\n<h4><b>Police collusion</b></h4>\r\n<span style=\"font-weight: 400;\">Beyond violence and arrests connected to drug trafficking, there are still concerns about corrupt police officers being involved in such criminal activity.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the Western Cape, several trials are developing in which allegations of police officers colluding with criminal suspects are being addressed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Take, for example, matters linked to Jerome Booysen, of Cape Town, who was once in court alleged to be the head of the Sexy Boys gang.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2024-04-23-steroid-king-murder-trial-hears-how-crooked-cop-protected-violent-debt-collector/\"><span style=\"font-weight: 400;\">‘Steroid King’ murder trial hears how crooked cop protected violent debt collector</span></a>\r\n\r\n<span style=\"font-weight: 400;\">He is an accused in two trials — one relates to a murder and one of his co-accused is a police officer. </span>\r\n\r\n<span style=\"font-weight: 400;\">The second trial relates to allegations that Booysen headed the Jerome Booysen Enterprise that was involved in Mandrax dealing.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, other suspicions relating to police collusion have surfaced.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2022-10-26-28s-gang-capture-top-western-cape-cops-prosecutors-lives-at-risk-judge-sounds-corruption-alarm/\"><span style=\"font-weight: 400;\">28s gang ‘capture’ top Western Cape cops, prosecutors’ lives at risk – judge sounds corruption alarm</span></a>\r\n\r\n<span style=\"font-weight: 400;\">An October 2022 Western Cape Division of the High Court judgment, relating to a case about the Mobsters and 28s, found, “The [28s] gang had protection and assistance from corrupt members of the police. [This] included transportation of its drugs from court to prison”.</span>\r\n<h4><b>Policeman arrested, another jailed</b></h4>\r\n<span style=\"font-weight: 400;\">In March this year, in what appeared to be an unrelated case, a police officer based in the Cape Town suburb of Diep River was arrested in Beaufort West for drug dealing.</span>\r\n\r\n<span style=\"font-weight: 400;\">A South African Police Service </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=51735\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\"> at the time said a taxi was stopped along the N1 and the driver, the police officer, was found with drugs including 1,006 full Mandrax tablets, more than 1,000 halved tablets and about 500g of tik. </span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-03-04-cape-town-cops-arrested-for-mandrax-smuggling-and-abalone-hijacking-worth-r500000/\"><span style=\"font-weight: 400;\">Cape Town cops arrested for Mandrax smuggling and abalone hijacking worth R500,000</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The drugs were worth around R226,475.</span>\r\n\r\n<span style=\"font-weight: 400;\">In another case, in 2019, Warrant Officer Walter Sinden, who had been an orderly at the Strand Magistrates’ Court, was sentenced to an effective </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=19219\"><span style=\"font-weight: 400;\">five years</span></a><span style=\"font-weight: 400;\"> in prison for drug dealing, corruption and defeating the administration of justice.</span>\r\n\r\n<a href=\"https://www.npa.gov.za/sites/default/files/media-releases/Two%20Police%20Officers%20Including%20a%20Court%20Orderly%20Sentenced%20for%20Corruption%20and%20Drug%20Dealing.pdf\"><span style=\"font-weight: 400;\">According to</span></a><span style=\"font-weight: 400;\"> the National Prosecuting Authority, Sinden had “received and supplied drugs to prisoners in the court cells”.</span>\r\n\r\n<span style=\"font-weight: 400;\">He was arrested after an operation was set up involving him accepting 50 Mandrax tablets and R400 in cash. </span><b>DM</b>",
