"contents": "<span style=\"font-weight: 400;\">On Wednesday, 1 March, the students’ representative council (SRC) at the University of Witwatersrand (Wits) </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-01-wits-src-announces-campus-shutdown-to-protest-against-accommodation-caps-and-financial-exclusion/\"><span style=\"font-weight: 400;\">announced a campus shutdown</span></a><span style=\"font-weight: 400;\"> to protest against financial exclusion and ongoing housing issues. A </span><a href=\"https://twitter.com/Wits_SRC/status/1631056639733235712\"><span style=\"font-weight: 400;\">mass meeting</span></a><span style=\"font-weight: 400;\"> was held on Wednesday night where students deemed the situation a “state of emergency” and the suspension of academic activity the following day was planned. </span>\r\n\r\n<span style=\"font-weight: 400;\">Protests continued on Thursday, where — according to the student newspaper </span><a href=\"https://twitter.com/WitsVuvuzela\"><i><span style=\"font-weight: 400;\">Wits Vuvuzela</span></i></a><span style=\"font-weight: 400;\"> — students did not restrict their protest action to campus but took to the streets of Braamfontein. Many shops in the Braamfontein precinct had to close down because of the protests, </span><a href=\"https://www.enca.com/news/sas-education-crisis-wits-students-intensify-protest\"><span style=\"font-weight: 400;\">eNCA reported</span></a><span style=\"font-weight: 400;\">. </span><span style=\"font-weight: 400;\">Wits communication officer Buhle Zuma shared a statement released on Tuesday by the university with </span><i><span style=\"font-weight: 400;\">Daily Maverick,</span></i><span style=\"font-weight: 400;\"> which noted that after morning classes were disrupted on campus, students moved to Empire Road where protests “disrupted traffic” in the surrounding areas. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1591076\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/ali-wits-protests5.jpg\" alt=\"\" width=\"720\" height=\"407\" /> Protesting students make their way through Wits University campus, 02 March 2023 (Photo: Supplied)</p>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1591075\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/ali-wits-protests4.jpg\" alt=\"\" width=\"720\" height=\"459\" /> Protesting Wits University students sing struggle songs outside the Great Hall, 02 March 2023 (Photo: Supplied)</p>\r\n\r\n<span style=\"font-weight: 400;\">The university said those causing disruptions would face consequences. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The actions of the disruptors transgress the university’s rules pertaining to peaceful protest, and the rights of those who wish to learn and work. We cannot be held to ransom by a small group of disruptors, and we now have no choice but to act firmly against those who contravene the university’s rules. The university remains open and the academic programme continues as scheduled.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The university encouraged staff members and students to report any incidents of disruption to Campus Security Services and went on to thank those who had already done so. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Thank you to staff members and students who have submitted video footage, images and statements to Campus Protection Services. This evidence has been handed to the Legal Office with a view to suspending the disruptors in line with the university’s policies and procedures and taking appropriate legal action to ensure that the rights of others are not infringed.” </span>\r\n\r\n<span style=\"font-weight: 400;\">When protests began on Wednesday, Wits </span><a href=\"https://www.wits.ac.za/news/latest-news/general-news/2023/2023-03/statement-from-the-senior-executive-team-on-protests.html\"><span style=\"font-weight: 400;\">deployed Campus Security Services</span></a><span style=\"font-weight: 400;\"> to monitor the situation. They remained on campus on Thursday as protests continued. SRC secretary-general Tshiamo Chuma told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> the security personnel were “harassing” students — mainly women. </span>\r\n\r\n<span style=\"font-weight: 400;\">Zuma said the university has “a firm position against all forms of gender-based violence and harm” and any harassment should be reported immediately to the Gender Equity Office, which will investigate. </span>\r\n\r\n<span style=\"font-weight: 400;\">Chuma said while there was a police presence when students were in Braamfontein, the SRC had negotiated with the police to ensure students could be peacefully and safely escorted through the city while they protested. This was after the National Student Financial Aid Scheme (NSFAS) </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-31-nsfas-allowances-to-increase-by-5-says-blade-nzimande/\"><span style=\"font-weight: 400;\">implemented a R45,000 cap </span></a><span style=\"font-weight: 400;\">on its accommodation allowance. One of the </span><a href=\"https://twitter.com/wits_src/status/1630792826081484801?s=12&t=weBUmadTED39aLB55X7kow\"><span style=\"font-weight: 400;\">SRC’s demands</span></a><span style=\"font-weight: 400;\"> is that this accommodation allowance cap is “scrapped with immediate effect”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Wits is not the only university student body outraged by NSFAS accommodation allowance caps. The University of Cape Town SRC </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-13-uct-rocked-by-shutdown-as-students-fume-over-fees-housing/\"><span style=\"font-weight: 400;\">announced a campus shutdown</span></a><span style=\"font-weight: 400;\"> on Monday, 13 February, after many students at the university were left without housing options because of the NSFAS cap. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Wits SRC raised financial exclusion as another significant challenge for Wits students.
