"contents": "<span style=\"font-weight: 400;\">A campus shutdown at the University of the Witwatersrand (Wits) was announced by the students’ representative council (SRC) on Wednesday, 1 March. </span>\r\n\r\n<a href=\"https://twitter.com/wits_src/status/1630792826081484801?s=12&t=weBUmadTED39aLB55X7kow\"><span style=\"font-weight: 400;\">In a statement</span></a><span style=\"font-weight: 400;\">, the SRC claimed the university was in a “state of emergency” because of ongoing issues related to housing and financial exclusion. Students protested outside the Yale Road north entrance and the university </span><a href=\"https://www.wits.ac.za/news/latest-news/general-news/2023/2023-03/statement-from-the-senior-executive-team-on-protests.html\"><span style=\"font-weight: 400;\">deployed Campus Protection Services</span></a><span style=\"font-weight: 400;\"> to monitor protests. The SRC encouraged students to not engage in academic activity and </span><a href=\"https://twitter.com/Wits_SRC/status/1630795420958879744\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> it “cannot be business as usual”. </span>\r\n\r\n<a href=\"https://twitter.com/Wits_SRC/status/1630818359917912064\"><span style=\"font-weight: 400;\">The SRC noted</span></a><span style=\"font-weight: 400;\"> that many students were without housing and sleeping in libraries because they cannot afford university residences. An important factor in Wits’ housing issues is the National Student Financial Aid Scheme’s (NSFAS’s) </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-31-nsfas-allowances-to-increase-by-5-says-blade-nzimande/\"><span style=\"font-weight: 400;\">announcement</span></a><span style=\"font-weight: 400;\"> that allowances for accommodation will be capped at R45,000 this year — an amount deemed unfeasible by many because of the high costs of living and housing. One of the demands of the SRC is that this R45,000 cap is “scrapped with immediate effect”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The NSFAS accommodation caps have</span><a href=\"https://www.dailymaverick.co.za/article/2023-02-16-from-stellies-to-wits-nsfass-caps-on-accommodation-allowances-fuel-tension-at-universities-across-sa/\"><span style=\"font-weight: 400;\"> fuelled tensions on campuses</span></a><span style=\"font-weight: 400;\"> across the country, including the University of Cape Town, where a </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-13-uct-rocked-by-shutdown-as-students-fume-over-fees-housing/\"><span style=\"font-weight: 400;\">shutdown</span></a><span style=\"font-weight: 400;\"> over unhoused students and fee blocks was initiated on Monday, 13 February.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"qme\"><a href=\"https://twitter.com/hashtag/WitsShutdown?src=hash&ref_src=twsrc%5Etfw\">#WitsShutdown</a><a href=\"https://twitter.com/hashtag/CenturyOfInclusion?src=hash&ref_src=twsrc%5Etfw\">#CenturyOfInclusion</a> <a href=\"https://t.co/KfSOBTzFSA\">pic.twitter.com/KfSOBTzFSA</a></p>\r\n— Wits SRC101 (@Wits_SRC) <a href=\"https://twitter.com/Wits_SRC/status/1630852532506443778?ref_src=twsrc%5Etfw\">March 1, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">Another issue raised by the SRC is students being unable to register because of debt. Over the past few weeks, the SRC </span><a href=\"https://twitter.com/Wits_SRC/status/1626186805606334466\"><span style=\"font-weight: 400;\">launched a campaign</span></a><span style=\"font-weight: 400;\"> to raise funds for these students and received a </span><a href=\"https://twitter.com/Wits_SRC/status/1626171672578469888\"><span style=\"font-weight: 400;\">R1-million donation</span></a><span style=\"font-weight: 400;\"> from the Motsepe Foundation to assist in clearing student debt. </span>\r\n\r\n<span style=\"font-weight: 400;\">The SRC has demanded that “all students owing R150,000 or less should be allowed to register for the 2023 academic year”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Karabo Motlogo, a Wits SRC member, told </span><a href=\"https://www.timeslive.co.za/news/south-africa/2023-03-01-wits-students-protest-accommodation-crisis-and-financial-exclusion/?utm_medium=Social&utm_source=Twitter#Echobox=1677661989-1\"><i><span style=\"font-weight: 400;\">TimesLIVE</span></i></a><span style=\"font-weight: 400;\">: “Some students owe more than R100,000 so that means the fund cannot help them… they cannot register. NSFAS had a mandate to mitigate these differences but fails to do so, further exacerbating existing struggles students face.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Currently, they have introduced a R45,000 cap, which is below the bare minimum and is inadequate to provide to students in dire need. This has led to mass exclusion and failure to register, find accommodation and food for students who depend on NSFAS.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Wits </span><a href=\"https://www.wits.ac.za/news/latest-news/general-news/2023/2023-03/statement-from-the-senior-executive-team-on-protests.html\"><span style=\"font-weight: 400;\">released a statement</span></a><span style=\"font-weight: 400;\"> saying the protests had “come as a surprise” after the SRC and management had been engaging for weeks on the issues. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Management has been working with the SRC over the past few weeks to help secure funding, largely from the private sector, to enable academically deserving students to access higher education. Up until last night, officials were in contact with the SRC trying to get as many qualifying students to register as possible. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It therefore comes as a surprise that despite these arrangements and the working relationship… that some members of the SRC and some students have elected to protest. Wits has matched the R6.2-million brought in by the SRC rand for rand. In effect, there is a pot of R12.4-million available in the SRC fund for qualifying students.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The university said it was aware of students sleeping in libraries because they could not afford accommodation. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The university has secured 350 beds from accredited private accommodation service providers to assist students in need, including those that have been sleeping in libraries and other spaces. These students are being assisted on a daily basis as beds become available. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The university and private service providers are also navigating NSFAS’s decision to cap accommodation costs at R45,000 per annum, which is regrettable. Wits appealed the decision and lobbied for a differentiated approach that takes the real cost of accommodation into account.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The SRC held a </span><a href=\"https://twitter.com/Wits_SRC/status/1630941531828887557\"><span style=\"font-weight: 400;\">mass meeting</span></a><span style=\"font-weight: 400;\"> at the university’s Amphitheatre on Wednesday night. </span><b>DM</b>",
